President's Report

We have a great program planned for our membership in 2004. On February 4, 2004, at 5:30 PM at 2 Broadway, 20th floor, we are pleased to have a presentation on the MTA Capital Program by the President of MTA Capital Construction, Mysore Nagaraja. Please join me for this event, which will prove to be of interest to all New Yorkers. Where else can you find out about the 2nd Avenue Subway Line, and all other transportation initiatives in the city?

Our next two events will be in March and April. Though we have not firmed up the days, the two activities will be a tour of the Municipal Archives of New York showing off all the new equipment at that agency which makes New York's history come alive. The other activity will be a joint meeting to discuss health care issues in New York.

Our last event of the program year will be our annual award dinner on May 25 at SPQR in Manhattan (the site of our last two successful dinners) with NYC Council President Gifford Miller as our featured speaker. We expect another record breaking turnout for this activity.

Other activities that are considering this year are a ride along with a police car. This idea was suggested by Police Lieutenant Gloff, who is an ASPA member. This program would be a way to see how the police department works by riding around with a police patrol car for a period of your choosing to see what the police actually do. I think this would be a fascinating thing for our members to do. If anyone is interested in this program please contact me at 646-252-3820.

Financially we continue to be in excellent shape. Our current budget surplus is over $13,000 (a record) and I have a pledge of financial sponsorship for the annual dinner from Accenture which will continue to enable us to sponsor our dinner at a reasonable rate.

I am also pleased to announce the results of the ASPA National Election. Mr. Stephen Rolandi, who this chapter strongly backed, won the race for National Council from this region by a decisive majority. In addition Wendy Haynes won the election as ASPA National Vice President (and President to be).

National ASPA Elections

Wendy Haynes, Senior Associate, BC Stewart & Associates, was elected National ASPA Vice President.

Stephen R. Rolandi, Deputy Commissioner for Finance and Administration, City of New York Department of Records and Information Services, was elected as a representative for District 1 on the ASPA National Council.

Mr. Rolandi issued the following statement:

Dear Colleague,

I am writing to thank you for your efforts in the recently concluded national elections for the American Society for Public Administration; the election results are now in, and I wanted to let you know that I was elected for a three year term with approximately 66% of the ballots cast from District One, which runs from the state of Maine to the state of Maryland.

My term of office will commence in March, 2004 at the Society’s National Conference in Portland, Oregon. I will be taking office along with Dr. Wendy Haynes, the newly-elected Vice President, who will become ASPA’s National President in the spring of 2006.

I could not have received this impressive margin of support without your taking time from your busy schedules and the holiday season to support my candidacy.

I look forward to serving again as your National Council Representative. Once again, thank you.

Steve is also the incoming co-chairman for Steering Group 3, which is a standing committee of the National Council. SG 3 deals with chapter/section affairs, professional development and has oversight over the Society’s operations and administrative matters.

SWPA Will Offer Two $500 Conference Scholarships

ASPA's Section for Women in Public Administration (SWPA) established its Conference Assistance Scholarships Program to give a practitioner and a Master's or Ph.D. level graduate student an opportunity to attend the ASPA National Conference. Scholarship winners in each of the two categories, Practitioner and Student, will receive $500 to assist with expenses in attending the National ASPA Conference in Portland, Ore., in March 2004. Scholarship winners will be awarded at the SWPA Annual Awards Breakfast at the conference. Both men and women are encouraged to apply. Applicants must be ASPA members and demonstrate financial need. Those applicants who are willing to interview a subject and write a few pages on a past SWPA Chair/ASPA President will be given top priority in the selection process. Scholarship applications must be received no later than Friday, February 13, 2004. 2004 National ASPA Awards

National ASPA has announced some of the honorees for Awards to be presented during the ASPA's 65th National Conference in Portland, Oregon scheduled for March 27 - 30, 2004.

Robert H. (Tex) McClain, Jr. will receive the Elmer B. Staats Lifetime Achievement Award for Distinguished Public Service.

The Dwight Waldo Award, which is for outstanding contributions to public administration professional literature, is to be presented to Robert B. Denhardt.

Joseph Cayer will receive the Paul P. Van Riper Award for Excellence and Service. This award is for significant contributions as both an academic and practitioner.

The Gloria Hobson Nordin Social Equity Award will be presented to Malcolm Costa.

The International Award, for a distinguished foreign scholar or practitioner, will be given to Oscar Oszlak.

The Public Integrity Award, which recognizes an organization that has made outstanding contributions to responsible conduct in public service, is going to the Unified Government of Wyandotte County, Kansas City, Kansas.

The Oveta Culp Hobby Training Award, which recognizes Chapters and Sections that provide professional development to members through planned activities, will be presented to the CenTex Chapter.

Wendy Haynes will receive the Donald C. Stone Service to ASPA Award.

Chapter Newsletter Awards will be presented to the Greater Cincinnati Chapter, Roger Miller, Editor (Division I), the CenTex Chapter, Paul Sanchez, Editor (Division II), and the New York Metropolitan Chapter, Michael Jameson, Editor (Division III). The Section Newsletter Award will be presented to the Section on Ethics, R. M. Bittick, Editor.

The following Public Administration Review (PAR) Awards were announced: Marshall E. Dimock Award -- Elizabeth K. Keating and Peter Frumkin; Louis Brownlow Award -- Rejean Landry, Moktar Lamari, and Nabil Amara; Laverne Burchfield Award -- Thomas D. Lynch and Cynthia E. Lynch; William E Mosher and Frederick C. Mosher Award -- Andrew Kakabadse, Nada K. Kakabadse, and Alexander Kouzmin.

Edward T. Jennings, Jr. will receive the Charles H. Levine Memorial Award for Excellence in Public Administration, which is presented jointly by ASPA and the National Association of Schools of Public Affairs and Administration (NASPAA).

Member News

Daniel Williams, an assistant professor at Baruch College, CUNY and a frequent contributor to this Newsletter, wrote the Lead Article in the November/December 2003 issue (Volume 63, Number 6) of the Public Administration Review (PAR). Professor Williams article is entitled "Measuring Government in the Early Twentieth Century."
