National ASPA Election Results

= ;           The National ASPA office has announced the results of the National Elections. Paul Posner, Director of the MPA P= rogram at George= Mason University, was elected ASPA Vice President. For District 1 (which includes the NY Metro Chapter), William Ciacci= o, our Chapter President, has been elected as an ASPA National Council member. Mr. Ciaccio is a Seni= or Director at the MTA/NYC Transit.

Chapter Program Event and Holiday Party

        &= nbsp;   On December 15, 2006 the Chapter held a Program Event and Holiday Party at Pra= nzo on Water Street in Lower Manhattan.

        &= nbsp;   Robert J. Sanator, Dean Emeritus and Professor at the Long Island University College of Management, spoke about business and investment issues related to the provisions in the= Sarbanes-Oxley Act.

        &= nbsp;   Professor Sanator remarked that the curriculum for both the MBA program and the MPA program teaches that management is the skill of achieving results through people and that managers need to take care of the people working for them.<= span style=3D'mso-spacerun:yes'> He also discussed teaching ethics = as an issue embedded across all courses in the curriculum rather than as the subject of= a single standalone course

        &= nbsp;   The Sarbanes-Oxley Act (now known as SOX) was legislation resulting from concer= ns about fraud and the lack of transparency in public corporations. The legislation created personal liability for the integrity of financial statements for corporate officers.=

        &= nbsp;   The effect of SOX was to greatly increase the cost of documenting compliance for both large and small companies. In order to lessen reporting requirements, some companies have gone private ra= ther than remaining public corporations. Other companies have instead moved from New York Stock Exchange (NYSE) and NASDAQ listings to foreign exchanges.

        &= nbsp;   Start-up firms are tending towards use of private equity rather than becoming public corporations. They face less = public evaluation and less exposure for the executives under the private equity model. Some believe that priv= ate equity provides a better governance model due to having a stable shareholde= r base of investors who are looking for long-term superior returns. Executives at these private compan= ies, some also believe, can provide fast action on urgent issues rather than being del<= /st1:place>ayed by the committee-rule faced by management at public corporations.

        &= nbsp;   The Committee on Capital Markets Regulation studied the impact of the Sarbanes-Oxley Act and had thus far made 32 recommendations.

        &= nbsp;   The interesting talk by Professor Sanator was followed by a question-and-answer period with the audience. The evening concluded with a Holiday Party at which the staff at Pranzo served = a delicious array = of pizzas, salads, and pastries.

Call for Book Proposals

I hope this finds you well. Recently, I have taken on the duties of&nb= sp; Editor-in-Chief of the Book Series in Public Administration and Publ= ic Policy at Taylor & Francis. This is the book series that Jack Rabin started at Marcel Dekker, be= fore his untimely passing away late last year. As you might know, that Book Seri= es consists of about 130 titles and was transferred to Francis & Taylor ab= out two years ago.

As new Editor-in-Chief, we = are establishing some new directions. Specifically, we are interested in book proposals on emerging or end= uring topics that are relevant to practitioners, providing both good, critical ov= erview and analysis, as well as practical applications and case material. We are a= lso interested in textbooks for public administration as well as nonprofit management.

At this time, I would like = to ask you to provide this call for book proposals to your membership, or otherwise let me know how I might be able to best reach your academic and practitioner members who might have an interest in writing and publishing. Potential authors can contact me d= irectly at berman@lsu.edu. Potential authors = should send me a brief description of their area or project of their interest, and whether they wish to le= ad or otherwise participate or contribute to any writing project. I will then follow up with specifics.

As you might know, building= on two centuries' experience, Taylor<= /st1:place> & Francis has grown rapidly over the last two decades to become a leadi= ng international academic publisher. Stephen Rolandi’s Interest in History Leads to Public Service

What is your job? Currently, I am the Direc= tor of Finance and Administration for the School of Public Affairs (SPA), Bernard M. Baruch College, City University of New Yo= rk (CUNY) system. SPA is the fla= gship institution in the C.U.N.Y. system offering graduate degrees and profession= al certificate programs in public administration and not-for-profit management= .

        &= nbsp;   In this position, I am responsible for providing business management services = to a growing public institution of higher learning. Most of my career has been in muni= cipal government, including service as a budget analyst for the New York City Office of Management and Budget, Finance Officer/Budget Director for the City of New York’s Planning Commission, and Deputy Commissioner for the City’s Departmen= t of Records and Information Services. Along the way, I have also held positions in the federal government = and nonprofit sector.

What do you like best about your job?= While the majority of my career ha= s been in local government, I have had significant experiences working in the fede= ral government and the non-profit sector. Although most of my positions have entailed working with budgets and handling finances, I consider myself a generalist administrator. What I like best about my job is my ability to work with people, manage programs and connect performance to financial management issues.

What motivated you to pursue a career= in public administration? My motivation and inspiration for a career in the public service/public administration actually began when I was a student in high school. I was deeply interested in history, civic affairs/current events and politics.= I attended a college preparatory high school in Brooklyn, New York, and took every regular and advanced history course offered.

        &= nbsp;   In college, at New York University, I pursued a pre-law curriculum and completed a double major in political science and history. After completing a year of law school, I decided that my true calling was in the management side of government and organizations, as I was president of a nu= mber of student organizations in college. So, I applied to several graduate schools and subsequently enrolled = in NYU’s Graduate School of P= ublic Administration (now called the Robert F. W= agner Graduate School of Public Service) for a MPA degree.

What advice would you offer to others= who might be interested in a public service career? The best advice I would offer to s= omeone contemplating a career in government and the public service (which I consid= er to be broadly defined to include the not-for-profit sector and enterprises closely aligned with government, such as regulated organizations) is to do = what makes one happy, fulfilled and challenged professionally. I am also a firm believer in balan= cing one’s career with family, work and volunteering.

        &= nbsp;   One also needs to stay current in one’s chosen field. Along those lines, I would also urge persons seeking public service careers to join = one or more professional organizations in one’s field, such as the American Society for Public Administration (ASPA).&= nbsp; ASPA is the premier public service educational association in the nation. I have been an ASPA m= ember for 28 years, and have been active locally, regionally and nationally. I have found my ASPA involvement t= o be deeply rewarding, as it has enabled me to grow professionally, as well as to give back to others, particularly students and young professionals.

ASPA 2007: Monumental Possibilities: = Capitalizing on Collaboration

= ;           ASPA will hold its 68^th Annual Conference on March 23 through March 2= 7, 2007 at the Omni Shoreham Hotel in Washington, DC. The theme for the Conference is &#= 8220;Monumental Possibilities: Capitalizing on Collaboration.” The focus will be on collaboration across sectoral and governmental lines and how to use collaboration for the advancement of the common good.

        &= nbsp;   There will be Professional Development Workshops on Succession Planning, Multisector Workforce, Outsourcing, Emerging Workforce, International Development Management, Action Learning and Its Application in Government, and Managing Technology for Non-technologists.
