Baruch College School of Public Affairs (SPA) Receives Archive of Historical Records

SPA and the William and Anita Newman Library announced in January that the Institute of Public Administration (IPA), recognized as the nation’s premier chronicler of local government and formerly known as the Bureau of Municipal Research, has donated its archive of historical records to Baruch College. These archives, spanning nearly a century, include a vast array of documents compiling the most complete known collection of local government studies from across the country. New York City government studies also figure prominently in the collection.

After IPA merged with New York University nearly a decade ago, the library and archives were, to some extent, lost and few knew what became of them. SPA Professor Dan Williams, excited by the fact that this huge collection included hundreds of reports from across the country about the operations of state and local governments during the early years of the 20th century, attempted to track them down. Over the past few years, Williams had been following fruitless leads and making phone call after phone call until former SPA Distinguished Lecturer Dall Forsythe was able to assist him in locating them. “This archive shows much about government operations before the advent of statistical social science,” Williams said. He continued, “These records provide insights into our past that are sure to enhance our ability to navigate the future.”

The IPA archive, currently housed in more than 700 boxes in a warehouse on Long Island, contains records from leading figures in public administration over the course of the 20th century, including Frederick Cleveland, a former IPA director who chaired President William Howard Taft’s Commission of Economy and Efficiency. Luther Gulick, another former IPA director, was a member of President Franklin Roosevelt’s Committee of Administrative Management who went on to lead a study of New York City’s government that resulted in the creation of the office of City Administrator, a position he later held.

The Newman Library is determining when the archives will be relocated to the library and how access will be provided.

 

ASPA's 2010 Annual Conference - Invigorating Public Service for Change

Paul Volcker to Deliver Elliot Richardson Lecture

Paul Volcker will present the Elliot Richardson Lecture on Monday, April 12.  Volcker is an American economist. He was the Chairman of the Federal Reserve under Presidents Jimmy Carter and Ronald Reagan.  Currently, he is chairman of President Obama's newly formed Economic Recovery Advisory Board.  Mr. Volcker first began his career as an economist with the Federal Reserve Bank of New York and later with Chase Manhattan Bank. He went on to serve as under-secretary of the Treasury from 1969 - 1974.  In 1979, he took over the chairmanship of the Federal Reserve. He is widely credited with ending the United States stagflation crisis of the 1970s and lowering inflation from 13.5% in 1981 to 3.2% in 1983. Other highlights of Mr. Volcker's illustrious career include being chairman of the prominent New York investment firm, J. Rothschild, Wolfensohn & Co., director of the United Nations Association of the United States, and chairman of the Board of Trustees of the Group of Thirty, an influential Washington-based financial advisory body.  ASPA is very fortunate to have Paul Volker present the Richardson Lecture.

Honorary Conference Chair

Norman Y. Mineta, the 14th U.S. Secretary of Transportation, is this year’s honorary Conference Chair. A native of San Jose, Secretary Mineta is recognized as an international expert on transportation policy with many distinguished accomplishments in transportation and business. Prior to his service in the Bush administration, he was U.S. Secretary of Commerce under President Bill Clinton, a vice president for business initiatives at Lockheed Martin Corporation and a representative in the U.S. Congress. In 2007, Secretary Mineta received the Lawrence J. Truitt Award from ASPA’s Section on Transportation Policy & Administration. He founded the Mineta Transportation Institute, which is part of the Lucas Graduate School of Business at San Jose State University and currently, is vice chair of Hill & Knowlton Global Communications Consultancy. ASPA is very pleased to have this distinguished public servant serve as our honorary chair.

John Berry to Deliver Opening Keynote Address

John Berry will deliver the opening keynote address on Saturday, April 10.  Berry is the Federal Government’s Chief People Person. As the Director of the United States Office of Personnel Management, he is responsible for recruiting, hiring, and setting benefits policies for 1.9 million Federal civilian employees. Calling this a new day for the civil service, he is reinvigorating the Federal workforce to meet the challenges of the 21st century. Director Berry is working closely with partners both inside and outside of government to fulfill President Obama’s charge to “make government cool again” by developing flexible, results-oriented HR policies and working to change how Americans view their public servants. His goal is to build a workforce of dynamic innovators who put serving the American people at the heart of everything they do.  ASPA is very fortunate to have John Berry address our conference.

Closing Plenary Session 

            The closing plenary will be held on Tuesday, April 13 and will discuss “Fiscal Challenges Confronting Cities”.  A panel of mayors will examine city fiscal conditions, the responses being undertaken by local leaders, and the implications for national economic recovery. The low point for city revenues may still be 18-24 months away and local officials anticipate that the next year or two will bring large-scale city government layoffs, deep cuts to local government services, and halted or delayed capital projects.  While the economy appears to be in the later stages of the downturn, or on a slow path to recovery, America’s cities are in the early stages of registering the effects of the downturn.  The panelists include Ronald O. Loveridge, Mayor of Riverside, CA and President of the Board of Directors at the National League of Cities; and Mike Rotkin, Mayor of Santa Cruz, CA.  You won’t want to miss what these mayors have to say!

Richard Stillman to Present the Donald C. Stone Lecture

            Richard Stillman II will present the Donald C. Stone Lecture on Sunday, April 11.  Stillman is a Professor of Public Administration at the School of Public Affairs, University of Colorado and editor of Public Administration Review (PAR), the premier journal in the field.

He has authored or edited numerous books and is an elected fellow in the National Academy of Public Administration. He has also received the William E. and Frederick C. Mosher Award for distinguished scholarship. Professor Stillman will speak on “Why PAR Matters.”

New President of Baruch College Appointed

            The City University of New York Board of Trustees appointed Dr. Mitchel B. Wallerstein as President of Baruch College.  Dr. Wallerstein’s term will begin in August 2010.  He is currently the Dean of the Maxwell School of Citizenship and Public Affairs at Syracuse University.

            Dr. Wallerstein is the immediate past president of the Association of Professional Schools of International Affairs.  In 2006, he was elected as a Fellow of the National Academy of Public Administration.  Dr. Wallerstein earned his Ph.D. degrees at M.I.T.

 

RWJF Public Health Law Research Program Calls for Proposals

            The Robert Wood Johnson Foundation’s (RWJF) Public Health Law Research (PHLR) Program calls for proposals (CFP) for studies that will examine the public health impacts of laws and legal practices, including innovative  policy and legal approaches, and laws and regulations developed at the city or county level.

The Robert Wood Johnson Foundation (RWJF) seeks to build the evidence for and strengthen the use of regulatory, legal and policy solutions to improve public health. RWJF is equally interested in identifying and ameliorating laws and legal practices that unintentionally harm health. As public health practitioners, policy-makers and others consider how laws influence the public’s health, they need evidence to inform questions such as: How does law influence health and health behavior? Which laws have the greatest impact? Can current laws be made more effective through better enforcement, or do they require amendment? The purpose of RWJF’s Public Health Law Research program is to answer such questions by building a field of research and practice in public health law.

Up to $3.5 million is available in this round of funding.  Short-term studies will be funded up to $150,000 each for up to 18 months. Complex studies will be funded up to $450,000 each for up to 30 months. 

While PHLR funds studies that mainly focus on the intersection between law and public health, researchers from other disciplines, such as medicine, economics, sociology, psychology, and public policy and administration are encouraged to be part of multi-disciplinary teams of applicants.

Social Equity Leadership Conference Seeks Papers

Established by the Standing Panel on Social Equity at the National Academy of Public Administration, the annual Social Equity Leadership Conference is focused on advancing knowledge and understanding of applied and theoretical research towards the promotion of social equity in governance.

The annual Social Equity Leadership Conference will be hosted by the School of Public Affairs at the University of Baltimore June 16-18, 2010 in Baltimore, Maryland. It is co-sponsored by the School of Public Affairs and Administration at Rutgers University's Newark Campus.

The theme for the conference is Imagining and Improving the Future. Individuals are invited to submit papers that emphasize the roles and activities of citizens, scholars, and practitioners in promoting social equity.  Sub-themes include: Collaborative efforts to address regional disparities in education, health, or other public services; Health reform and social equity; The impact of state and local budgetary crises on social equity; Human Resource Management practices that promote social equity; Affirmative responses to urban poverty; Narrowing the digital divide; Improving economic mobility; Increasing civic participation to address issues of social equity and social justice; Best practices of social equity, including case studies and/or social equity indicators to improve performance measurement; and Addressing social equity within a global context.

The conference will include the annual L. Douglas Wilder School of Government and Public Affairs Scholarship in Social Equity and Public Analysis Award, presentation of formal papers, keynote addresses, papers reporting work-in-progress, symposia (panel of contributors from significant sectors), workshops for discussion and exploration, and graduate student forums.
