We are again concluding another successful year. This year we are ending our program year with two major events on April 20th and May 5th. Th= ese activities will be both interesting and informative and I urge you to atten= d.

Our final event this year may prove to be our most interesting dinn= er ever. Breaking our recent tradition we are having two major politicians add= ress our dinner.   Fernando Fe= rrer, former Bronx Borough President and leading Democratic Candidate for Mayor (= ASPA has had all three of the major Democratic candidates for mayor address us - Gifford Miller last year and Virginia Fields previously) will give timely remarks to our membership. Thomas Suozzi, Nassau County Executive and the m= an who has help shake up New= York State politics with= his successful attempt to shake up the New York Legislature will also address o= ur meeting.

In addition to our headliners we will have other deserving people receive our awards. Please join us for what I anticipate will be our best dinner ever.

We all know the basics. A woman becomes unable to communic= ate after a brain-damaging event. The courts, the legislature, and the executive at both the state and federal le= vel have become involved in deciding her private fate. A Medicaid provider (the hospice) = is involved. This has become a m= atter of federalism, state’s rights, separation of powers, the priority of = the law, and so much more.

It has also become apparent= that the “Moral Values” issue has become code for one segment of the society thinking it can tell the rest of America how to think.

It is admirable that Terri Schiavo’s parents would devote great effort to her survival. As a professor of Public Affairs in a different state, I am not able to second g= uess the expert opinion that has advised the courts, which is widely reported to have said that the Terri Schiavo that the parents want to survive has been = gone for many years.

It is not admirable that her parents or others would appear to want to hijack American political institutions to sidestep the findings of the courts and impose an alternate decision. At each stage of th= is process, the political opportunism of the additional participants has seemed more despicable.

It seemed improper that Jeb= Bush thought he should have a special law to evade court decisions in 2003, or t= hat the state legislature gave it to him. It is shocking that the United States Congress passed such a law and George W. Bush signed it into law this year. It is outright wrong that Congress= ional Committees tried to impose their will by way of bogus subpoenas.

America is not a Theocracy. The objectives of a Theocratic min= ority, or the demagogues who think they must depend on them to say in office, shou= ld not become a constitutional crisis. That it has come close, suggests severe ethical cynicism.

Public Service Recognition Week 2005

Public Service Recognition Week, celebrated the first Monday through Sunday in May since 1985, is a time set aside each year to honor the men and women who serve Amer= ica as federal, state and local government employees. Throughout the nation and around the world, public employees use the week to educate citizens about t= he many ways in which government serves the people and how government services make life better for all of us.
