Chapter Elections
Past Chapter President Gregg Van Ryzin heads the Chapter Elections Committee. Joining Mr. Van Ryzin on the Committee are Steve Rolandi and Ray Joseph. The Ballot and Candidate Statements for the 2002 NY Metro Chapter ASPA Elections are enclosed with this Newsletter. The Due Date for Ballot submission is June 12th, 2002. The Mailing Address for Ballot submission is shown on the Ballot form.
Chapter Annual Awards Dinner
We will hold the Chapter Annual Awards Dinner on Wednesday, June 19, 2002 at Sal Anthony's S.P.Q.R. Restaurant (133 Mulberry Street, Manhattan). The Awards Committee has made the following selections:

In addition, the National ASPA Donald Stone Award will be presented to Richard J. Sheirer, the former Commissioner of the NYC Office of Emergency Management.
The Guest Speakers will be the Honorable Betsy Gotbaum, New York City Public Advocate and Stan Altman, Dean of the Baruch College School of Public Affairs.
Tickets for the Dinner are $55. The Dinner will start at 6:00PM. The restaurant is located on Mulberry Street between Grand Street and Hester Street. Chapter Program Event
On May 6, 2002, the Chapter held a Program Event on the topic "The New City Council in a New Era" at the New School University Wolff Conference Room.
The moderator was Andrew White, Director of the Center for New York City Affairs at the Milano Graduate School of Management and Urban Policy, New School University and the Guest Speakers were the Honorable Bill Perkins, the New York City Council Deputy Majority Leader, and the Honorable Gale Brewer, New York City Council Member and Chair of the Technology in Government Committee.
After introductory comments by Edward Blakely, the Dean of the Milano Graduate School at New School University and Bill Ciaccio, the President of the NY Metro Chapter ASPA, Mr. White opened the program. He stated that the human element in public policy is that it takes public service employees to make anything happen.
Mr. Perkins described the current times in New York City as: (1) the Era of Term Limits, (2) the Era of Budget Deficits, and (3) the Era of the New Majority. The "New Majority" exists both for the city as a whole (as shown in the U.S. Census) and on the City Council. The Council now has a younger average age than in the past. Most Council Members have a leadership post as the Chair of either a Committee or a Sub-Committee. The empowerment of individual Council Members has allowed a number of bills to have "seen the light of day." Notable among these bills are a human rights bill that includes protection for trans-gendered individuals and the one for the "living wage."
Ms. Brewer spoke about the Fresh Democracy Council. Most of the incoming new members of the City Council met in the months preceding the start of their terms to discuss their plans and outlooks. This gave them a chance to develop trust among the group and knowledge of "where each was coming from."
Ms. Brewer also said that staff people are now selected by the Committee Chairs rather than by the City Council Speaker, as was the practice in the past. She also said that lobbyists now speak to all the Council Members rather than just to the Speaker.
The event concluded with a question and answer session with the audience.
Congratulations to Steve Rolandi
Congratulations to Stephen R. Rolandi, long-time Chapter member and former ASPA National Council Representative, on both the professional and personal sides of his life.
Steve was recently appointed Assistant Commissioner for Finance and Administration
at the City of New York's Department of Records and Information Services (D.O.R.I.S.). Steve was previously Chief Financial
Officer and Budget Director for the City's Planning Department.
Steve was also recently engaged to Ms. Pilar Gorordo, who is also a member of ASPA's New York Metropolitan Chapter. Pilar is Administrator for the Department of Pain Medicine and Palliative Care, Beth Israel Medical Center in New York City. She is a graduate of Georgetown University in Washington, DC. Pilar also holds M.A. and M.P.A. degrees from New York University, the latter degree from NYU's Robert F. Wagner Graduate School of Public Service. The couple plan an April 2003 wedding. Congratulations to both Steve and Pilar.
Steve was General Chair of the 1999 Northeast Regional and 2001 National Conference Steering Committees. He has brought energy and enthusiasm to numerous projects for both the Chapter and National ASPA.
Government Affairs Professionals Event
On June 6, 2002, the Government Affairs Professionals (GAP) will host the Honorable Herman (Denny) Farrell, Jr., Chair of the New York State Assembly Ways and Means Committee. The program will be held at Noon to 2:00PM at the New York University Torch Club, 18 Waverly Place (between Mercer & Greene), Manhattan. Tickets are $25.00 for members and $35.00 for non-members. Milano Graduate School Event
The Center for NYC Affairs of the Milano Graduate School, New School University will present a Research Forum on Immigrants and the Impact of Welfare Reform: What Do We Know? The forum is scheduled for Tuesday, May 28, 2002 at 9:30AM to 11:30AM at the New School University, Wolff Conference Room, 65 Fifth Ave (between 13th and 14th Streets), 2nd Floor. The presenters will be: Jeffrey Passel, Principal Research Associate, Urban Institute Population Studies Center, and co- author of "How Are Immigrants Faring After Welfare Reform?"; Hector Cordero-Guzman, Urban Policy Program, Milano Graduate School and author of "The Impact of Changes in Immigration and Welfare Laws on Immigrant Groups, Organizations and Service Providers"; and Howard Chernick and Cordelia Reimers, Department of Economics, Hunter College and authors of "Immigrants and Public Benefit Programs in New York City".
There will be short presentations and a conversation with the authors of recent research, including a new Urban Institute survey of 3,400 immigrant families in Los Angeles County and New York City. These two cities account for roughly a quarter of the nation's immigrant population.

NYCTA Columbia Association Annual Scholarship Dinner Dance
The New York City Transit Authority Columbia Association will honor NY Metro Chapter ASPA Chapter President William Ciaccio (Senior Director, Program Support) and Rosemarie Chicala-O'Neil (Station Supervisor) as Italian Americans of the Year at their Annual Scholarship Dinner Dance on Friday, October 18, 2002.
The Dinner will be held at Micali Terrace (1521 86th Street, Brooklyn). Cocktails will begin at 8:00PM followed by Dinner at 9:00PM. The Donation is $65.00 per person (RSVP by October 4, 2002).
