President's Report
This year, we again brought you a large number of activities. We are ending this year with three interesting activities, our May 5 event with the NYS Secretary of State, our May 20 tour of the Municipal Archives, and finally our June 11 Dinner at SPQR. I strongly urge you to attend these activities. We have received corporate sponsorship (from Accenture), which allowed us to reduce the cost of the annual dinner and pay for the May 5th event. These positive accomplishments would not have been possible without the support of our members, our board, and especially our officers. Ed Falterman, our Vice President is leaving the board this year due to relocation and will be missed after making major contributions to this chapter over the last two years. Chris Meyer continues to do an excellent job as Treasurer as shown by our record surplus. Mike Jameson also continued to do an outstanding job as our secretary/webmaster/newsletter editor.

Chapter Program Event
On Tuesday, May 20, 2003, at 5:00PM until 7:00PM at 31 Chambers Street in Manhattan, we will have a talk and tour by Commissioner Brian Andersson of the New York City Department of Records on the Municipal Library/Archives. The archives are the treasure house where all documents related to the construction of NYC are stored. This promises to be an interesting and informative evening. Chapter Elections
The Chapter Election ballot is attached to this Newsletter. The following are the candidate statements:
William Ciaccio -- For President
Greetings to all. I am now concluding my second year as President of our Chapter. I am pleased to report that it has been a successful two years. When I first took office in the summer of 2001 a lot of our initial plans were disrupted by the terrorist attack on New York, but we nevertheless still managed to bring you a large number of activities last year, which was culminated by our Annual Dinner, which was our best attended ever. Last year, we also ended the year with a record surplus and won several chapter awards from the national ASPA organization. This year, we again brought you a large number of activities, and sponsored and are mentoring the new NYU ASPA Student Chapter. In addition, I am anticipating that we will end this year with another record surplus,
much larger than last year. For the first time ever, we have gotten major corporate sponsorship, which allowed us to reduce the cost of the annual dinner. Finally, our membership has continued to increase for the last two years. Again, thank you for letting me have the privilege of serving you for the last two years. If reelected, I promise you I will continue to provide you with quality activities.
Caroline N. Westbrook -- For Vice-President
Caroline N. Westbrook is the Office Manager of the Department of Facilities Planning, Construction and Manager and the Executive Assistant for the Director of Space Planning & Capital Budgets at the City University of New York for the last four years. These departments manage the capital budget for all of the colleges in the CUNY system including Central Office totaling approximately 1.5 billion dollars.
Ms. Westbrook has an extensive background in administrative services and is highly skilled in the area of operations management.
Caroline Westbrook has and continues to contribute her vast knowledge and experience to organizations such as the American Society of Public Administration and is currently a member of the General Council; National Association of Female Executives; National Association for the Advancement of Colored People in both the Manhattan and Queens Chapters two of the oldest chapters of the National organization and the National Chambers of Commerce for Women organizations of which she has been a long standing and dedicated member.
Ms. Westbrook is a product of the New York City University system where she received both a BBA and MPA degrees from Baruch College. She received an honorary mention at the commencement exercise from the President of the college at that time, Matthew Goldstein and graduated with honors upon receiving her masters.
Ms. Westbrook’s philosophy for life is "each one teach one" and is convinced that as Vice President of ASPA’s Manhattan Chapter working in conjunction with the Executive Board that she will and can make a difference.
Marco DeSena -- For Council
Marco DeSena graduated from Baruch College in May 2003 with a BS in Public Affairs. While there, he was president of the Students for Public Affairs Interest organization within the School of Public Affairs. Marco has recently accepted a position with the New York City Urban Fellows Program for the 2003-2004 year, beginning in September. During his college career, Marco has also worked in research and internship capacities for political consultant Dick Morris, former Mayor of New York Rudolph Giuliani's consulting firm Giuliani Partners, and at his current position within University Relations at JP Morgan Chase.
Judith Kirchhoff -- For Council
Judith J. Kirchhoff is associate professor and director of the Master of Public Administration Program in the School of Business, Public Administration and Information Sciences at The Long Island University-Brooklyn Campus. Dr. Kirchhoff holds a Ph.D. in government and politics from the University of Maryland at College Park, an MPA degree from the University of Illinois at Urbana-Champaign, and a BGS degree from the University of Nebraska-Omaha. During a recent sabbatical year in Sweden, Dr. Kirchhoff studied health services delivery, one area of research interest. Her practitioner experience includes serving as a policy and planning director in the Massachusetts Department of Mental Health, as an aide to elected officials and as a political appointee on local government advisory boards. She has been a consultant to a variety of public, private and not-for-profit organizations and part owner of a firm producing technology products for the K-12 education market. She holds leadership positions in the American Society for Public Administration and the National Association of Schools of Public Affairs and Administration.
Christian Meyer -- For Council
Christian Meyer has been re-appointed as Treasurer and is seeking election as a Council Member of the NY Metro Chapter of ASPA. Christian has been a member of ASPA for 10 years and has served the Chapter as Vice-President, Treasurer, Council Member and has chaired various committees including Programs, Awards, and Annual Dinner. He is the Manager of Administration and Budget for the Operations Department of the MTA Bridges and Tunnels and previously worked for the NYC Departments of Transportation and Parks &
Recreation. Christian has a Masters degree in Public Administration from Baruch College and lives in Bronxville, NY with his wife and
8-month old daughter.
Usha Narasimhan, MPA -- For Council
Usha graduated from Queens College with a degree in Health Education. She worked 15 years in the Healthcare field in Health Information Management, Quality Management, Utilization Management, Budgeting and Training. Usha decided to go back to graduate school. She received her MPA from Long Island University/C.W. Post Campus in 1999. Usha currently is an Analyst for MTA-NYCT. She is currently on the board for the College of Management Alumni Chapter, C.W. Post Campus/Long Island University. Usha is involved in many charitable organizations.
Steve Parker -- For Council
My name is Stephen Parker. I am a Contract Administrator at the New York
City Department of Sanitation. I have worked for DSNY for 25 years. I am a
1996 MPA graduate of Baruch College.
Dan Williams -- For Council
Dan Williams has been a member of ASPA since 1985 and a member of the NY Metro Chapter since 1995. He has taught Ethics, Budgeting, Research Methods, and History of Public Administration at the Baruch School of Public Affairs since 1995. He has articles primarily related to the origins and development of the Public Administration discipline appear in Public Administration Review, Administrative Theory and Praxis, Administration & Society, and elsewhere. He writes a column on ethics for the NY Metro ASPA Newsletter. He also consults on ethics and on program evaluation.
Council Members are elected to two-year terms. Sybil Alexander and Lynne A. Weikart will be serving the second years of their current two-year terms in 2004.
2003 HIGH SCHOOL ESSAY CONTEST
TOPIC: The Power of Public Service
Recent world events—including terrorist attacks and the subsequent war on terrorism—have created significant challenges for communities, organizations, governments, and individual citizens. Identify some responses that public servants have developed in reaction to those challenges, whether small or local in scope or large and global in nature. Your analysis may consider the power of public service at any level of government to develop new approaches and novel solutions to these emerging issues.
Entries should have an individual title and should be approximately 1000 words in length but should not exceed 1500 words. Entries must be typed, double-spaced. Each should have a separate cover page containing the following information: 1) the student’s complete name, home address, telephone number, e-mail address, and school grade; 2) the name of the sponsoring teacher, school address, and teacher’s telephone number.
