The American Society for Public Administration, ASPA, is a national professional organization dedicated to better government and excellence in the public service.

President's Report

I am proud to report to our membership that our chapter has had another outstanding year. This year we have had a number of very successful events.We had an opening reception at LIU. We had a very successful talk/presentation with MTA Capital Construction President Mysore Nagaraja informing about 200 people on the future of transportation in New York. We also increased the number of tours this year, offering tours/talks of the 311 Command Center, the Tweed Courthouse/Department of Education, and the Municipal Archives. These tours were very interesting and very popular with our members. In addition, we increased membership by 15% and added to our record budget surplus.

This chapter was also honored by receiving an award from National ASPA as Outstanding Chapter Newsletter with Michael Jameson as our Editor (the second such award we have received in the last three years).

Our culminating event will be our Annual Awards Dinner/Banquet at S.P.Q.R. on May 25. We will have a wonderful group of honorees and it promises to be our best annual dinner ever. I strongly urge you to attend. Despite increasing costs, we have kept our price for the annual dinner the same, due to corporate sponsorship from Accenture.

Finally, I would like to thank all of you for continuing to make this chapter one of the most successful in the country. We couldn't do it without you. I'm looking forward to seeing you on May 25th!

ASPA Chapter Elections

The Chapter will have its Annual Election of Officers and Council Members. The results will be announced at the Annual Awards Dinner on May 25.

President

William Ciaccio

I have been President of the NY Metropolitan Chapter for the last three years, an elected council member/officer of ASPA/NY since 1988, and a member of ASPA since 1977. I hold the professional title of Senior Director at MTA/New York City Transit, and have degrees from NYU and Columbia University. During my Presidency we have increased membership in the local chapter, held a large number of activities, and have held two very successful annual dinners. In addition we have received three national awards from ASPA, including two for our newsletter. We have also had a record surplus in our treasury. During the last year I have balanced our program by having both lectures/talks and tours (311 Center, Tweed Courthouse, Municipal Archives). If reelected President I will continue bringing you interesting and informative events and will continue the process of making this chapter the preeminent ASPA chapter in the country.

Vice President

Caroline Westbrook

The past year serving as Vice President of the NY Chapter has been a fantastic experience for me.

I am looking forward to continuing the great job this chapter has done. My credentials include graduating from Baruch College with a BA in 1997 and a MPA in 2002 with honors. My professional experience is shared in the private, public, and non profit sectors. Currently, I am the Program Director for a Senior Citizens Center located in Brooklyn. Previously I worked as an Operations Manager for the City University of New York. The exemplary education I received from Baruch College has well prepared me for my job as an ASPA representative.

I have received numerous awards throughout my career and educational travels but nothing so far compares with my tenure as Vice President of New York Metro ASPA.

I look forward to serving for the coming year.

Sybil Alexander

I have been a member of the NY Metropolitan Chapter Board since 1988 -- the longest serving board member. I have been active in several committees including awards dinner, and was active in the planning committee for our last regional conference. In addition I was active in the planning committee for the national conference that was held in Newark, New Jersey. I am currently employed by the Human Resources Administration of the City of New York.

Paul Gallo

Paul has been an active member of the ASPA/NY Chapter since 1992. He has been instrumental in the success of several of our annual dinners, and has assisted Bill Ciaccio in many aspects of ASPA over the last several years.

Paul also serves as President of the Columbia Association of New York Transit and has been a key person in that organization's success. Paul is an Administrative Coordinator with MTA/NYC Transit.

Public Service Recognition Week

On the National Mall in Washington, DC, more than 100 government agencies will sponsor colorful exhibits that showcase the innovative and high-quality work of public employees. Marching bands and precision drum corps will provide the backbeat to four days of activities for families and visitors to the nation's capital. Hands-on demonstrations, educational and safety handouts, and career information kiosks will highlight the complexity, challenges, and rewards of government service. These activities - with many local variations - will be duplicated in venues large and small across the country and in locations where

U.S. employees are posted around the world. The Public Employees Roundtable, a nonprofit national coalition of more than 32 organizations representing more than 3 million public employees and retirees, works to promote the PSRW events. For more than 20 years, the group has educated citizens about the quality of people in government and the value of the services they provide. The Roundtable also works to promote excellence in government and public service careers through its scholarship program. Columbia Association NYCTA Dinner Dance

The Columbia Association New York City Transit Authority, Inc. will hold its Annual Centennial Scholarship Dinner Dance on October 8, 2004 at Micali Terrace, 1521 86th Street, Brooklyn, NY 11228. Cocktails will start at 8:00PM with dinner to follow.

The 2004 Italian-American honorees are: Ernie Accorsi (Senior Vice President and General Manager, New York Giants), Rita Monte (Profumo D'Italia Italian Radio Program, 90.3 FM, WHPC), Peter D'Amato (Sergeant-At-Arms, Columbia Association), Robert Balsamo (General Manager, Queens Division, Department of Buses), and Margaret Granese (Superintendent Stations, NYCT and Recording Secretary, Columbia Association).
