On Thursday, March 16, 2000, the Chapter sponsored a panel discussion on the topic "Career Strategies for MPAs in a New Century of Public Service." The panel members were Barbara Fife, Director of Baruch College's Executive MPA Program and a former Deputy Mayor of the City of New York; Ralph Nunez, President and CEO of Homes for the Homeless and a former Director of New York City's Human Resources Administration; and Peter Tinker, a Personnel Specialist at the U.S. Department of Veterans Affairs. Approximately 25 people attended the program, which was held at the Baruch College School of Public Affairs and included a buffet luncheon. The panel discussed career opportunities for MPAs in the private, public, and nonprofit sectors, and emphasized the importance of keeping one's options open and considering nontraditional career paths. A lively question and answer session concluded the program.

Public Service Recognition Week

Public Service Recognition Week will be observed this year on May 1 through May 7. Celebrated the first Monday through Sunday in May since 1985, the week is a time set aside each year to honor the men and women who serve America as federal, state and local government employees. Throughout the nation and around the world, public employees use the week to educate citizens about the many ways in which government serves the people and how government services make life better for all of us.

Chapter Constitution

The Chapter membership voted to accept the new Chapter Constitution. The Governing Board had distributed a copy of the Constitution, along with the Ballot, as an enclosure with the prior issue of this Newsletter. The Governing Board certified the results of the balloting during the March 30th Meeting and then passed a resolution adopting the new Chapter Constitution. The new Constitution is now in effect.

Member Obituary

The Chapter regrets to report the passing of John P. Keith on March 2, 2000. Dr. Keith was an active member of ASPA through his long career and served as Associate Director of ASPA from 1956 to 1959. He then joined the Regional Plan Association, which he then served as Executive Vice President (1959 - 1969) and President (1969 - 1989).

The Institute of Public Administration (IPA) placed the following notice on the obituary page of the March 4 edition of the New York Times:

Keith, John P. The Board of Trustees and staff of the Institute of Public Administration are deeply saddened by the death of our dear friend and Senior Associate. John earned his Doctor of Public Administration degree from the Institute in 1952 and became a Senior Associate in 1989 upon his retirement as President of the Regional Plan Association. He contributed greatly to the Institute's work in the U.S. and overseas, including work in China, Japan and Portugal. We extend our deepest sympathies to his wife, daughter and son. In his memory the Institute and family have established the John P. Keith Fellowship Fund, to provide international research and travel opportunities for urban planning students at the Wagner Graduate School of Public Service at NYU. Memorial contributions to the Fund may be sent to the Institute of Public Administration, 411 Lafayette Street, New York, NY 10003.…John's wife Dee and daughter Janet can be reached at their home at 5 East 22nd Street, New York, NY 10010.

A memorial service for Dr. Keith was held on March 15 at the First Presbyterian Church, Fifth Avenue at 12th Street, in New York City.

2001 Regional Conference

There will be a meeting of all volunteers and the local-based committees for the 2001 Regional Conference on May 18, 2000, 5:30PM - 7:30PM, at the Barrish Room (Second Floor), New York City Planning Department, 22 Reade Street. Call for Nominations

The Chapter will soon be conducting an election for Chapter Officers and Council Persons for the next Program Year. Under the new Chapter Constitution, the elected offices are President, Vice-President, and eight Council Persons. In this first election under the new Constitution, four Council Persons will be elected for one-year terms and four Council persons will be elected for two-year terms. In the future, four Council Persons will be elected for two-year terms in each annual election.

The Chapter Nominating Committee, consisting of Cliff Kirsch, Ray Joseph, Steve Rolandi, and Mr. Moeller, are particularly interested in learning of any chapter members who may be interested in serving on the Council.

Call for Panel Proposals: ASPA’s 62nd National Conference

ASPA’s 2001 Conference will be held in Newark, NJ. The theme for this Conference is New Century, New Cities, New Challenges. The conference theme encourages ASPA members and conference attendees to consider the challenges and opportunities facing public administration in the first year of the 21st Century. Newark, New Jersey is an example of a New City of the 21st century. Newark has become a vibrant city with economic development and exciting cultural activities. This conference gives ASPA the opportunity to celebrate the successes of Newark and other New Cities and to address the New Challenges of the 21st Century.

The 21st Century will be international in scope, challenging the world to new levels of discovery, growth, cooperation, problem solving, and ultimately, peace. It will require governmental, nonprofit, and private organizations to work together to build and develop the New Cities and the new state, regional, and national governments and international organizations that are needed to meet those challenges. The New Century will force the people and nations of the world to think globally and to work in interconnected ways. To reflect this challenge and to allow the maximum participation of ASPA members and interested people, this conference will also include a 2001 Virtual Conference that will make presentations and discussions available through the Internet in an interactive format that complements the Newark activities.

The new century will require the best ideas and the most cooperation of both practitioners and academics to solve the new problems and meet the New Challenges facing public administration around the world. The 2001 ASPA Conference will bring together both academics and practitioners on panels that address the new challenges and lead to problem-solving ideas. Some panels may be focused on practice and include practitioners addressing the issues, while others may focus on theory, teaching, or research, and include academics. A majority of panels should include both academics and practitioners bringing their expertise and ideas to the table to generate solutions to 21st Century problems.

Proposals are being solicited and will be accepted for the 2001 ASPA Conference. Please develop the theme of your panel idea and find several other presenters to form a panel. The new ASPA Online Community at http://www.memberconnections.com should provide a great resource for ASPA members to form panels. Similarly, the ASPA Listserv may also allow members to find others of similar interest to form panels. Panels should address the conference theme, reflecting the new issues and challenges facing public administration: (1) in a New Century, (2) In the New Cities, and the national, state, and local governments and nonprofit organizations that serve them, and (3) within the Global and International context.

Panel proposals may be made through the ASPA Web Site directly or by downloading the proposal form. Forms should be mailed, faxed, or e-mailed to ASPA no later than July 1, 2000 for full consideration. Panel proposals received after July 1, 2000 will be considered only on a space available basis.

The Conference is scheduled for March 10 - 13, 2001.

Summary of March 30, 2000 Chapter Governing Board Meeting

Chapter Program Events: Mr. Tinker discussed the March 16th Luncheon Program on Career Strategies for MPAs. There were three speakers: Barbara Fife, Ralph Nunez, and Mr. Tinker. There were about two dozen attendees. Mr. Justice discussed the May program event on Term Limits and the Project for Transitional Leadership. Mr. Justice and Ms. Gerard are coordinating this program. The program is tentatively scheduled for Thursday, May 11th, but may change if there are scheduling conflicts. They may invite one or more City Council members as panelists.

Chapter Newsletter: Mr. Jameson discussed the next Newsletter. We may try e-mail distribution for the bulk of the Newsletters. Mr. Jameson set an April 15th deadline for submissions with a target completion date of April 20th.

Treasurer's Report: Mr. Meyer presented the Treasurer's Report. The Chapter Fund balance includes the $1,000 Scholarship Fund and $500 in Regional Conference funds. Mr. Meyer will follow-up with National ASPA on the Chapter's annual rebate check.

National ASPA Conferences: Mr. Justice made a motion to allow the Chapter to accept donations to help offset the cost of a reception held at the National ASPA Conference in San Diego by the host committee for the 2001 National Conference. The motion was seconded and passed. Donation checks should be made out to "New York Metropolitan Chapter ASPA"; the Chapter will issue a check for the total donation amount to the host committee.

Chapter Constitution and By-Laws: The attendees counted the ballots for the Chapter membership vote on the New Chapter Constitution. The membership accepted the new Constitution by a vote of 39 FOR and 2 AGAINST. A motion was made, seconded, and passed to adopt a resolution to approve the new Constitution. Dr. Van Ryzin will take the necessary action to submit the paperwork to National ASPA. The attendees also discussed the Chapter By-Laws. Ms. Alexander volunteered to review the existing By-Laws for compliance with the new Chapter Constitution and the National ASPA Constitution. Ms. Alexander said that the Board may adopt or amend by-laws as long as the by-laws are not in conflict with either Constitution. She further stated that the Chapter may have by-laws or standing rules and that the Constitution should state the parliamentary authority to be used (Roberts, Sturges, etc.). Ms. Alexander provided the rules under Roberts' Rules of Order for adopting or amending by-laws: the Board needs to read the proposed by-laws at consecutive meetings and then vote on them at the third meeting.

Chapter Elections: Dr. Van Ryzin said that he will contact Virginia Donnelly-Brinkley, Hal Moeller, Ray Joseph, and Cliff Kirsch regarding formation of a Nominating Committee.

Chapter Web Site: Mr. Jameson discussed the new internet web site for the Chapter hosted by Homestead. He said that there were "hits" on the site and that he had updated the site to post a recent obituary for a member and to add links to public administration schools.

Annual Awards Dinner: The attendees discussed the scheduling of the Annual Awards Dinner. After some discussion of postponing it until Spring 2001, the attendees decided to leave the Dinner in October 2000 as previously tentatively scheduled. Mr. Justice has the lead for planning for the Dinner.

Chapter Agenda: Dr. Van Ryzin discussed the major agenda items for the remainder of the Program Year: (1) the Spring Program Event, (2) Nominations for the Chapter Elections, and (3) planning for the Annual Awards Dinner.
