Chapter President’s Column=

It has been my pleasure to serve as your chapter President since June 2001. I = am now the longest serving ASPA Chapter President in history, serving for six years. When I first took office, this chapter had about $1500 in our budget= . I planned an exciting and active year in 2001. We had planned a tour of the Office of Emergency Management located at 7 World Trade Center in October. Obviously after the events of September 11th we changed gears and our first event in October was New York City Transit and the Impact of the September = 11th Tragedy. We continued being active and creative for the next six years.

Over the last six years we have brought you a large number of activities, approximately six events annually. Under my Presidency we made our Annual Dinners exciting and huge events getting between 200-350 people in each of = our last six dinners, featuring major political figures, such as the NYC Council Speaker Gifford Miller, NYC Comptroller William Thompson, NYC Public Advoca= te Betsy Gotbaum, Nassau County Executive Tom Suozzi, Borough President Scott Stringer, and former Borough President and Mayoral candidate Fernando Ferre= r. We also brought you outstanding awardees such as NYC President Larry Reuter. M= ost importantly, through corporate sponsorship and through large attendance at = our annual meetings, we have increased our budget to about $18,000, the largest this chapter has had in history. Obviously this has been a team effort. I w= ould like to especially thank certain individuals of my team who have been offic= ers for the last six years who have been instrumental in our success. Mike Jame= son has done an outstanding job in putting out our newsletter, which has receiv= ed national awards from ASPA for outstanding newsletter. Chris Meyer has been dedicated in filling his duties as Treasurer. Steve Rolandi, our past Natio= nal Council representative for this region, has proven to be a crucial source of support for this chapter, and has ably assisted in putting together many of= our events. Paul Gallo has almost individually put together our annual dinners = and has been greatly responsible for our large turnout. Without his help and dedication the dinners would not have been as successful as they were. Other individuals h= ave also been helpful during the last few years, notably Usha Narasimhan, our continuing Vice President, Jean Marie-Col (our incoming President), Judith Kirchoff, Steve Parker and Pilar Gorordo-Rolandi. Finally all the people who have served on the council over the last six years have helped out in innumerable ways, and I thank them for their efforts.

I am not leaving the hierarchy of ASPA since I recently was elected to the Natio= nal Governing Board of our organization for a three year term, and will represe= nt New York City, Sta= te and the Mid-Atlantic Region for the next three years. Thus I will continue to be involved in the organization, only now more at a national level, and will continue to work for the betterment of our organization.<= /p>

Finally I would like to thank all the members of ASPA for making the last six years= a success. I look forward to the continued success of this chapter under Jean= ne Marie Col, my successor as President.

Candidate Statements for Chapter Elections

Jeanne-Marie= Col, Ph.D. (for President)

For the New York Metropolitan Chapter of ASPA, I am committed to bringing young people into ASPA and into public service.&= nbsp; The succession issue in governments is manifested in ASPA and in the= New York Metro Chapter. I believe that the science, art and practice of public administration are more important than = ever in bringing citizens, public employees and political leaders together. I believe that we can use the New = York Metro ASPA Chapter as a place to help bring professional public administrat= ion to New Yor= k City. I hope to be able to accomplish this objective if elected Chapter President.<= o:p>

Usha Narasimhan, MPA (for Vice President)

&= nbsp; Usha graduated from Queens College with a degr= ee in Health Education. She worked = 15 years in the Healthcare field in Health Information Management, Quality Man= agement, Utilization Management, Budgeting and Training. Usha decided to go back to graduate school. She received her MPA = from Long Island University/C.W. Post Campus in 199= 9.

&= nbsp; Usha currently is an Analyst for MTA-NYCT. She is currently on the board for the College of Management Alumni Chap= ter, C.W. Post Campus/Long Island University = since 2002. She has served on the NY Metro Chapter ASPA board since 2003. Currently, she is the Vice President. Usha is involved in many charitable organizations.

William Antho= ny Allen (for Council)

William Allen is currently employed as the senior planning and development officer of Newark Community Health Centers Inc., the State of <= st1:State w:st=3D"on">New Jersey’s largest federally qualified heal= th center, serving Essex County’s poor= est residents. Prior to his curre= nt job, he worked as a Consultant to the NYC Human Resources Administration and the NYC Transit Authority/Local 100 Upgrading Fund as well as a Project Director with the Office of Community & Government Relations of at NYC Mission Society (NYCMS).

He recently completed his second graduate degree, a Master of Public Administration at John Jay College of Criminal Justice of The City Universi= ty of New York. At CUNY, he was = the highest-ranking voice of all graduate students as Vice Chair of Graduate Student Affairs of the University Student Senate (USS) and member of the Student Affairs and Special Programs Committee of the CUNY Board of Trustees. In the national are= na as a college student leader, he served two-terms as Steering Committee Chair of the United States Student Association (USSA) and National Vice President of= the College Democrats of America. For his first graduate degree, he attended Hunter College and earned a Master of Science degree in Urban Affairs, served as President of the Graduate Student Council (representing 5,000 students) and Chair of the Council of President= s of the CUNY Student Senate (representing 210,000).

William Allen now serves as a fourth-term Democratic District Leader. His unpaid political = post allows him to advise national, state and local public officials on public policy issues impacting children, the elderly and poor Americans. Through his grassroots approach to community leadership and organizing, he has empowered hundreds of tenant and neighborhood association leaders in New York City. Always finding ways to empower youth, t= he elderly and poor residents, he makes his voice heard as the Publisher of The Allen Report, an Internet community empowerment daily magazine for housing, employment, education and ownership opportunities. He has served in more than 50 publ= ic service, academic and community leadership positions since the age of 14. <= o:p>

William Allen strongly believes that a solid education supports his = deep interest in public service. In addition to continuing his own education, he’s currently serves as the Chair of the Board of Trustees of the Sisulu-Walker Charter School of Harle= m, the first public charter school in New York State, which ranks as one of the top performing elementary schools in Upper Manhattan – Harlem, Upper Westside, Washington Heights and Inwood.

= Deborah Bula (for Council)

  &nb= sp;         I participated in ASPA events over the last two and a half decades, assisted = at an ASPA National Conference in April of 1983 that was held in New York City, and served as Secretary to the New York = Metropolitan Chapter in 1989-1990. ASPA is= a most worthwhile organization that offers professional public administrators= the opportunity to network and collaborate together to offer programs that educ= ate and enlighten those in the field.

  &nb= sp;         I received an MPA from the = Wagner School of Public Ad= ministration in 1982 with a specialization in organization and management development. I also have an MA in Religious Stu= dies from New York University and a BA in History f= rom Douglass College (Rutgers University). During the years after I graduated= from the Wagner School I pursued my involvement in= the ASPA Metropolitan Chapter. Al= though most of my work experience has been in academia at <= st1:PlaceName w:st=3D"on">New York University, it is called a “private university in the public sector.” Therefore, I do consider my employ= ment to be an overlap of the private and public arenas.=

  &nb= sp;         I am a good candidate for a Council Member position in the New York Metropolitan Chapter of ASPA = for 2007-2008 based on my education, work experience, prior affiliation with AS= PA, and dedication to the principles, goals, and visions of the organization.

Patricia L. C= aines, MPA (for Council)

Patricia L. C= aines has over nine years of program implementation and management experience in New York City's not-for-profit sector. = In her current position, as Project Officer at the Center to Advance Palliative Ca= re within Mount Sinai School of Medicine, her primary responsibilities surround the management and expansion of the organization’s distance learning initiatives; which include the overall development and oversight of curricu= lum and ensuring that proper educational design and modalities are implemented.=

For more than three years, she worked at the American National Red Cross Sep= tember 11 Recovery Program in the position of New York Community Liaison. This ent= ailed serving as a public representative for the organization to ensure that serv= ice delivery to those impacted within the greater New York region was effective and coordinated as it pertained to Red Cross disaster relief services.

In former positions at various non-profits such as the Stanley M. Isaacs Neighborhood Center<= /span>, The Partnership for New York City (formerly the Ne= w York City Partnership and Chamber of Commerce, Inc.) and Child = Care, Inc., she managed youth and adult education programs developing pilot public service initiatives. Her past work experiences demonstrate her leadership in leveraging opportunities to incre= ase access to resources among those that are underserved, cultivating networks = of service providers to forge partner relationships that effectively meet targ= eted community needs and building organizational capacity to minimize duplicatio= ns of service delivery.

Looking towards the future, and with the hopes of becoming a Council Member for the NY Metro ASPA Chapter, Ms. Caines would like to utilize her skills to expand and develop public administration specialty area networks within the chapter that foster professional develop= ment opportunities and networking.

Patricia L. Caines holds a Master of Publ= ic Administration from Bernard M. Baruch College, and a BA in Urban Studies from Hunter College, City University of New York.

Paul Gallo (for Council)

        &= nbsp;   Mr. Pa<= /st1:State>ul Gallo has been an active member of ASPA New York for twenty years and has served on the council for the last six years. Paul has been instrumental in helping put together and run our Annual Dinners for the ASPA New York Chapter. As= you are aware, the Annual dinners for the last six years under Mr. Ciaccio̵= 7;s Presidency have averaged over 200 people and have been both the highlight of our year and the economic mainstay of our chapter. If Paul is re-elected, he will continue his work in making the NY Metro Chapter the premier chapter in the nation.

Pilar Gorodo-Rolandi (for Council)

        &= nbsp;   An ASPA member since 2001, I am currently the Administrator for the Department= of Pain Medicine and Palliative Care, Beth Israel Medical Center, one of New Y= ork City’s largest voluntary Hospitals.&= nbsp; A career health care administrator, I have held a number of increasi= ngly responsible managerial positions at Beth Israel since 1982. Prior to my career at BIMC, I work= ed at Mount Sinai Medical Center.

        &= nbsp;   I am a graduate of Georgetow= n University in Wash= ington, DC. I also hold an MPA degree from New York University’s = Robert F. Wagner Graduate School of Public Service and an = M.A. degree from NYU’s Graduate= School of Arts and Sciences.<= /p>
        &= nbsp;   An active ASPA member, I have attended several ASPA national conferences and served on the Program Committee for the 2005 National Conference. I am completing my first term on t= he ASPA New York Metropolitan Chapter Board, where I helped set up several program events. I am also active with the League of Women Voters and the New York= Association of Ambulatory Care Administrators (NYAAC).

        &= nbsp;   If elected to a second term. I will work to increase the level of programming offered by the New York Metropolitan Chapter, especially health care programs, develop possible co-sponsorship of events with other professional organizations, and provide additional professional development opportunities for our members.

Lorraine Motola (for Council)

        &= nbsp;   Lorraine Motola = has nearly 25 years of public service experience at two mayoral agencies with o= ver 18 at the NYC Department of Transportation. For the last five (5) years she has served as the Executive Director of Security and Facilities Management. In this capacity she handles the physical, personnel and electronic security functions for 80 facilities wit= hin the five boroughs of New York City and coordinates facility emergencies. Additionally she= is involved in the organization’s safety and government continuity initiatives. Previously Lorraine had ser= ved as a Borough Supervisor of the = Urban Park Rangers for the NYC Departm= ent of Parks and Recreation starting with the program at its onset. During that time she received an N= YPD Police Commendation for apprehending a mugger in Cen= tral Park.

        &= nbsp;   Additionally Lorraine has been pursuing a Masters of Science degree in protection management with a concentration in emergency management at the Joh= n Jay C= ollege of Criminal Justice where she is on the dean’s list and will graduate this spring. She also serves = as the president of the Internati= onal Emergency Management Student Association at the college. Lorraine is scheduled to speak in New O= rleans this April at the Continuity Insights; Resiliency Redefined conference on ‘Securing a Facility after a Disaster.’

Stephen Parker (for Council)

Stephen Parker is seeking re-elec= tion to the Chapter Board. He is a Contract Administrator at the New York
City Department of Sanitation. He has worked for DSNY for over 25 years. He is a
1996 MPA graduate of Baru= ch College.=

Pamela Ransom (for Council)

I look forward to the oppor= tunity to serve on the Executive Council of the New York Chapter of ASPA.   ASPA continues to be an impo= rtant body for public administrators throughout the United States and in this reg= ion in particular. Organizations of = this type play a critical role in bringing together professionals with common is= sues and concerns. My background h= as spanned many spheres of public service at both the international and domest= ic level including serving as Assistant Professor at Long Island University in the MPA Program, many years in New York City government in the Office of the Mayor and Manhattan Borough President and the New York City Department of Environment= al Protection. I have also serve= d in government at the international level for the Government of Jamaica, servin= g as Deputy Director of Town Planning and in the nonprofit sector networking with many international agencies and women’s and environmental organizatio= ns world wide. I hope to bring t= his depth of experience to help further the work of the New York Chapter.

Jillian Williams (for Council)

        &= nbsp;   As a recent member of ASPA, a public servant and a 2005 graduate of the MPA program at John Jay, I am eager and ready to roll up my sleeves to provide = all that I can to this growing organization.&n= bsp; I am seeking nomination as a council member. One of my focuses would be to attr= act new members by an outreach to graduates within the Public Administration programs in the metropolitan area. I feel that in order for this association to continue to grow and flourish, it is essential that we attract new members with fresh, new ideas and approaches.

National ASPA Mid-Year Meeting

ASPA’s 2007 Mid-Year Meeting will take place September 14^th – 16^t=
h. All meetings will take place at th= e ASPA Offices in Washington, D.C. The various committees and steering groups will meet Friday and Saturday. The National Council meeting will take place on Sunday, September 16= ^th, at 8:30am to 12:00pm.

League of Women Voters Education Fund (LWVEF) Programs

        &= nbsp;   Constitution Day (celebrated on September 17^th) is an annual celebration dedicated to marking the signing of the U.S= . Constitution and the rights it granted U.S. citizens. The Safeguarding U.S. Democracy: Promoting an Independent Judiciary program is currently accepting propo= sals for grants for participation. Email David Ward at dwar= d@lwv.org for more information.

        &= nbsp;   The League of Women Voters Education Fund (LWVEF), with funding from the Constitutional and Legal Policy Program of the Open Society Institute (OSI)= , has developed “Safeguarding U.S. Democracy” – a three-year program to coordinate different activities in this complex and critical area.
