This Program Event
is being co-sponsored with the

I would like to welcome all our
new and returning members to another wonderful year! We currently have three events planned
for the fall. On October 28 we are having a forum on presidential candidates
views on health care
policy. This event will be interesting and informative and will be held in conjunction with the
Association of Ambulatory Care Administrators at
On November 8 we are sponsoring
a Career Day at NYU's
We are planning three activities
for the spring, which will be highlighted by our annual awards dinner. We are currently working on
getting a well-known politician to be our keynote
speaker. In addition we are planning on offering students some financial assistance if they are
interested in going
to the ASPA National Conference in
Finally, Mr. Ed Falterman, our
former NYC ASPA VP, is
running in the race for ASPA regional representative. Ed was a key person for our
chapter and I urge you to
vote for him for regional representative.
If anyone is interested in
getting involved in a leadership role in ASPA/NY, our next council meeting will be held on December 1 at 6 PM.

Welcome to the 2004 – 2005 Program Year
The Chapter Governing Board welcomes the
membership to the new Program year.
William Ciaccio and Caroline
Westbrook were re-elected as Chapter President and Vice-President
respectively. Christian Meyer was
re-appointed as Chapter President and Usha Narasimhan was appointed as Chapter
Secretary. The Chapter Council members
are: Sybil Alexander, Marco DeSena, Paul Gallo, Judith Kirchhoff, Christian
Meyers, Usha Narasimhan, Steve Parker, and Dan Williams.
The Governing Board, along with
Steve Rolandi, District 1 ASPA National Council representative, have begun
planning Program Events for this year.
On October 28, 2004, there will be a
forum on the health care positions of the Presidential candidates. This event will be co-sponsored with NYAAC (
The Chapter is working with
The Governing Board is, of course,
also looking ahead to the Chapter Annual Awards Dinner in 2005.
National ASPA
National ASPA held their National Council
Mid-Year Meetings in
Antoinette Samuel became the new
ASPA Executive Director on June 16, 2004.
The 66th Conference of the
American Society for Public Administration will be held in Milwaukee, WI on
April 2 – 5, 2005. The theme will be
“Advancing Public Service Performance: Innovations in Research and Practice.”
Obituary:
The Chapter regrets to announce the
passing of former
Dr. Steigman had a long career in
Stephen Rolandi wrote a tribute to
Dr. Streigman that appeared in the July 2004 issue of PA Times.
Dr. Steigman’s family requested that
any memorial contributions be sent to the organization To Life! (
The Ethics of War

Prisoners of war are in the hands of the enemy Power, but not of the individuals or military units who have captured them. Irrespective of the individual responsibilities that may exist, the Detaining Power is responsible for the treatment given them.

Article 13
Prisoners of war must at all times be humanely treated. Any unlawful act or omission by the Detaining Power causing death or seriously endangering the health of a prisoner of war in its custody is prohibited, and will be regarded as a serious breach of the present Convention. In particular, no prisoner of war may be subjected to physical mutilation or to medical or scientific experiments of any kind which are not justified by the medical, dental or hospital treatment of the prisoner concerned and carried out in his interest.
Likewise, prisoners of war must at all times be protected, particularly against acts of violence or intimidation and against insults and public curiosity.
Measures of reprisal against prisoners of war are prohibited.

Article 22
Prisoners of war may be interned only in premises located on land and affording every guarantee of hygiene and healthfulness. Except in particular cases which are justified by the interest of the prisoners themselves, they shall not be interned in penitentiaries.

Article 27
Clothing, underwear and footwear shall be supplied to prisoners of war in sufficient quantities by the Detaining Power, which shall make allowance for the climate of the region where the prisoners are detained. Uniforms of enemy armed forces captured by the Detaining Power should, if suitable for the climate, be made available to clothe prisoners of war.

Article 39
Every prisoner of war camp shall be put under the immediate authority of a responsible commissioned officer belonging to the regular armed forces of the Detaining Power. Such officer shall have in his possession a copy of the present Convention; he shall ensure that its provisions are known to the camp staff and the guard and shall be responsible, under the direction of his government, for its application.
