President’s Column

I would like to welcome all our new and returning members to another wonderful year! We currently have three events planned for the fall.  On October 28 we are having a forum on presidential candidates views on health care policy. This event will be interesting and informative and will be held in conjunction with the Association of Ambulatory Care Administrators at Beth Israel Medical Center on 1st Avenue and 16th Street.

On November 8 we are sponsoring a Career Day at NYU's Puck Building, 295 Lafayette St, 2nd floor conference center, at 6:30 PM. This event will feature ASPA members in various career areas talking about opportunities and strategies to start or better your career. This event will be useful for all people thinking of a career change and will be co-sponsored with the ASPA NYU Student Organization.  Our next event will also be held at the NYU Puck Center on November 17 at 6:30 PM and will be a discussion of performance reporting with representatives of the mayor's office. This event also will be cosponsored with the NYU ASPA Student Association.

We are planning three activities for the spring, which will be highlighted by our annual awards dinner. We are currently working on getting a well-known politician to be our keynote speaker. In addition we are planning on offering students some financial assistance if they are interested in going to the ASPA National Conference in Milwaukee, Wisconsin in April. If anyone is interested call me.

Finally, Mr. Ed Falterman, our former NYC ASPA VP, is running in the race for ASPA regional representative. Ed was a key person for our chapter and I urge you to vote for him for regional representative.

If anyone is interested in getting involved in a leadership role in ASPA/NY, our next council meeting will be held on December 1 at 6 PM. In addition, if you have any questions or suggestions about your organization, I can be reached during working hours at 646-252-3820.

Welcome to the 2004 – 2005 Program Year

            The Chapter Governing Board welcomes the membership to the new Program year.

            William Ciaccio and Caroline Westbrook were re-elected as Chapter President and Vice-President respectively.  Christian Meyer was re-appointed as Chapter President and  Usha Narasimhan was appointed as Chapter Secretary.  The Chapter Council members are: Sybil Alexander, Marco DeSena, Paul Gallo, Judith Kirchhoff, Christian Meyers, Usha Narasimhan, Steve Parker, and Dan Williams.  Michael Jameson was re-appointed as Chapter Newsletter Editor and Webmaster.

            The Governing Board, along with Steve Rolandi, District 1 ASPA National Council representative, have begun planning Program Events for this year.

            On October 28, 2004, there will be a forum on the health care positions of the Presidential candidates.  This event will be co-sponsored with NYAAC (New York Association of Ambulatory Care).  The event will be at Beth Israel’s Philips Ambulatory Care Center/14th Street at 6:00PM.

            The Chapter is working with Paul Epstein (Epstein and Fass Associates) on a program on GASB (Government Accounting Standards Board) performance reporting.  This event is scheduled for November 17, 2004 (6:30P.M.) at the NYU Puck Center.  Also in the planning stage is a program on Emergency Management.

            The Governing Board is, of course, also looking ahead to the Chapter Annual Awards Dinner in 2005.

 

National ASPA

            National ASPA held their National Council Mid-Year Meetings in Washington, DC on September 10 through September 12, 2004. 

            Antoinette Samuel became the new ASPA Executive Director on June 16, 2004.

            The 66th Conference of the American Society for Public Administration will be held in Milwaukee, WI on April 2 – 5, 2005.  The theme will be “Advancing Public Service Performance: Innovations in Research and Practice.”

 

Obituary: Arnold L. Steigman

            The Chapter regrets to announce the passing of former Chapter President Arnold L. Steigman last May.  Dr. Steigman was Chapter President in 1981.

            Dr. Steigman had a long career in New York State government service before retiring in 1993 as the Deputy Commissioner for the NYS Office of General Services.  He was also an adjunct instructor at various colleges and universities including Empire State College, SUNY.  In recent years, Dr. Steigman had resided in Schenectady, NY.

            Stephen Rolandi wrote a tribute to Dr. Streigman that appeared in the July 2004 issue of PA Times.

            Dr. Steigman’s family requested that any memorial contributions be sent to the organization To Life! (410 Kenwood Avenue,  Delmar, NY 12054).

GENEVA CONVENTION: GENERAL PROTECTION OF PRISONERS OF WAR

Article 12

Prisoners of war are in the hands of the enemy Power, but not of the individuals or military units who have captured them. Irrespective of the individual responsibilities that may exist, the Detaining Power is responsible for the treatment given them.

Article 13

Prisoners of war must at all times be humanely treated. Any unlawful act or omission by the Detaining Power causing death or seriously endangering the health of a prisoner of war in its custody is prohibited, and will be regarded as a serious breach of the present Convention. In particular, no prisoner of war may be subjected to physical mutilation or to medical or scientific experiments of any kind which are not justified by the medical, dental or hospital treatment of the prisoner concerned and carried out in his interest.

Likewise, prisoners of war must at all times be protected, particularly against acts of violence or intimidation and against insults and public curiosity.

Measures of reprisal against prisoners of war are prohibited.

Article 22

Prisoners of war may be interned only in premises located on land and affording every guarantee of hygiene and healthfulness. Except in particular cases which are justified by the interest of the prisoners themselves, they shall not be interned in penitentiaries.

Article 27

Clothing, underwear and footwear shall be supplied to prisoners of war in sufficient quantities by the Detaining Power, which shall make allowance for the climate of the region where the prisoners are detained. Uniforms of enemy armed forces captured by the Detaining Power should, if suitable for the climate, be made available to clothe prisoners of war.

Article 39

Every prisoner of war camp shall be put under the immediate authority of a responsible commissioned officer belonging to the regular armed forces of the Detaining Power. Such officer shall have in his possession a copy of the present Convention; he shall ensure that its provisions are known to the camp staff and the guard and shall be responsible, under the direction of his government, for its application.

The fact that the Defendant acted pursuant to order of his Government or of a superior shall not free him from responsibility, but may be considered in mitigation of punishment if the Tribunal determines that justice so requires.

Columbia Association NYCTA Dinner Dance

            The Columbia Association New York City Transit Authority, Inc. will hold its Annual Centennial Scholarship Dinner Dance on October 8, 2004 at Micali Terrace, 1521 86th Street, Brooklyn, NY 11228.  Cocktails will start at 8:00PM with dinner to follow.

NYU Wagner School

            The Wagner Graduate School of Public Service at New York University has moved into the Puck Building.

The school also announced that they have opened a research center for the study of leadership in public service.  The web site for the center is www.nyu.edu/wagner/leadership.

In addition, the school was selected by the Department of Homeland Security to be a member of the consortium of major research universities forming the Homeland Security Center for Excellence.

ASPA/NAPA Seek NPSA Nominations
The American Society for Public Administration (ASPA) and the National Academy of Public Administration (NAPA) proudly established the National Public Service Awards (NPSA) to honor individuals who make outstanding contributions and whose accomplishments can be viewed as models of public service within and outside the work environment. The National Public Service Awards Program recognizes individuals who exhibit the highest standards of excellence, dedication, and accomplishment over a sustained period of time and who are creative and highly skilled career managers at all levels of the public service.  ASPA and NAPA seek nominees for the 2005 NPSA Awards.  Nominations must be received by the October 15, 2004 deadline.  The awards will be presented on April 4 during ASPA's 2005 National Conference in Milwaukee, Wis.
