Results That Matter

Paul Epstein and Lyle Wray, co-authors of a new book coming out this fall Results That Matter will be discussing the latest ideas and trends in effective community governance.  The book brings together measuring and improving performance with citizen engagement, so results achieved by governments and nonprofits will be results that matter for the people of the community.  This event promises to be an informative and lively talk on the most important thing a government or nonprofit organization can do - make an impact at the local level. Refreshments will be served.

 

Tour of Grand Central Station

Dan Bruckner of the MTA will be giving a behind the scenes tour of Grand Central Terminal.  Join us for this fascinating tour of this wonderful New York landmark. Immediately after the tour we will be having a holiday reception.

President's Report
               Welcome to another great year with ASPA New York! We have a number of activities planned or in the development stage which  will be of interest to all our members.  I would also like to welcome all our associated student members at the NYU Wagner School to enjoy our events.
               On November 15th we are planning an informative and fascinating event with longtime ASPA member Paul Epstein talking about his new book and discussing the latest issues in delivering services at the local level.
               On December 8th we are planning a behind the scenes tour of Grand Central Station, going to places you never knew existed.  We are going to have a great holiday reception after the tour.
               In January we are planning a talk with the new Manhattan Borough President Scott Stringer who will discuss new directions for Manhattan and the city.
               We are also planning a tour of the United Nations and a reception in the spring. Other events in the development stages are a talk on public health issues and a teleconferencing event with the Albany Chapter on latest issues in disaster management for New York.
               I'm looking forward to seeing you at our events.

Upcoming National ASPA Elections

            The ASPA Nominating Committee announced the slate of candidates for Vice President and for seats on the National Council.

            Candidates for Vice President are Patria de Lancer Julnes (Utah State University), Craig P. Donovan (Kean University), and Donald Klingner (University of Colorado).

            Byron Price (Rutgers University, Newark) is the candidate for a council seat for District I.  Our Chapter is in District I.

            Ballots are scheduled to be mailed to ASPA members on November 14, 2005.  The ballots are to be counted on January 20, 2006.

 

National ASPA Headquarters

            National ASPA  re-located to 1301 Pennsylvania Avenue, NW, Suite 840, Washington, DC 20004 on September 1, 2005.  The ASPA headquarters phone numbers, email addresses, fax number, and website address were not changed.

 

Ethical Failure At the Top

Since the advent of the first articles on the Abu Gharib revelations in early 2004, I have constantly monitored the events through the news with a special interest as a member of an ASPA Taskforce on Accountability. 

While all Americans are shocked at the most gruesome of the revelations, it is extraordinarily hard to look straight at the onslaught of information that has been revealed over the last year.  The facts do not speak for themselves, because few will listen to them.

There have been multiple instances of torture, sexual assault, deliberate psychological degradation based on religious and cultural values, and murders.  These have occurred in a variety of locations.  They have been associated with the United States military in several branches and with the United States intelligence community.  It is possible that independent contractors have been used to evade human rights restrictions. 

It is commonly known that some American prisoners have been “rendered” to third-party nations who are not known for their human rights standing.  Part of American psychological torture appears to have been convincing others that they have been rendered in an effort to extract information.

In multiple reports, the United States military has reported that these behaviors have resulted from lapses and breakdowns at the front line.  Individual soldiers have taken it upon themselves to go to far, perhaps in the passion of war.  In a few instances low ranking officers have been vaguely associated with cover ups, but not commands to torture, not even when prisoners were strapped to the ceiling and made to stand for days with the officers’ clear knowledge.

At the same time, one of the chief architects of closely related government policies that so narrowly defined torture as to permit excruciating pain if it would not amount to organ failure has become a federal judge (before his role was known) and another is now the Attorney General of United States (despite the widespread knowledge of his role).

Americans are confused about certain notions in our law.  One is the presumption of innocence.  This is a strictly criminal notion.  All those prisoners at Abu Gharib should have had it, as they should have been under American protection while we controlled their country.  However, there is no particular reason for presumption of innocence in the political environment.  The preponderance of apparent facts points in one direction.  It may be true that they do not amount to “beyond a reasonable doubt,” but that is a standard that does not apply in politics.  Any reasonable person can see that there is an ethical lapse at the top.  If it is not so, it is high time those who appear in the wrong explained themselves.

 

Changes at Baruch College, School of Public Affairs

            Baruch College announced that Stan Altman would be departing after six years as the Dean of the School of Public Affairs.  Professor David Birdsell was appointed Acting Dean.  Professor Frederick Lane and Deputy Provost Barbara Lawrence will co-chair the Search Committee to seek a new Dean for the School.

            The School of Public Affairs recently celebrated its tenth anniversary.  Baruch College has been granting the Master of Public Administration degree for fifty years.

 

Accountability Cases

            Chapter Council Member (and frequent Newsletter contributor) Dan Williams is the co-editor of Accountability Cases.  Dan Williams is an Associate Professor at Baruch College, CUNY.  Robert Schwartz is the other co-editor of this series.

            ASPA’s Center for Accountability and Performance (CAP) announced this innovative series.  The publication will use real-world cases to illuminate concepts in accountability.  CAP stated that Accountability Cases will meet a long-felt need for high quality tools to be used in learning about accountability.  Cases will raise issues and dilemmas by linking theoretical perspectives with tangible experiences.  Cases will be peer reviewed and published through ASPA’s CAP.

            Proposals are invited for cases from academics and practitioners who are able to provide detailed accounts of events that illuminate accountability concepts.  Send a one to two page proposal to Robert Schwarz (email: robsch@poli.haifa.ac.il) or to Dan Williams (email: Daniel_Williams@baruch.cuny.edu).

 

Chapter Annual Awards Dinner

            On June 15, 2005, the New York Metropolitan Chapter held it’s Annual Awards Dinner at Sal Anthony’s S.P.Q.R. Restaurant in Manhattan.

            Honorees Thomas Suozzi, Nassau County Executive, and Fernando Ferrer, former Bronx Borough President and current Democratic candidate for Mayor of New York, gave inspired speeches on the importance of public service and the value of public servants to the people of New York.

            Other awardees included Robert Balsamo (Chief Officer, Central Maintenance Facility, Department of Buses, MTA NYC Transit) and Michael Landi (President, Transit Managerial Benevolent Association).

            Wendy Haynes, ASPA National President-Elect attended the Dinner and gave a speech on ASPA and the importance of Public Service.  Stephen Rolandi, ASPA National Council Representative, was involved in helping host the event.

            Attendance was over 200 people.  The event was hosted by William Ciaccio, New York Metropolitan Chapter President, who, with his re-election, is now the longest serving president in the Chapter’s history.
