Chapter News

The Chapter ended the 2007/2008 Program Year with a Dinner Meeting at the John Jay College of Criminal Justice, CUNY.

            Huib Wursten, a Senior Consultant at ITIM International,  gave an interesting presentation on cultural factors in international communications.

            The Chapter is now planning an event related to the upcoming National Elections.  The event is to be held at John Jay College, CUNY and is tentatively scheduled for the week of October 20th, 2008.  Please check the Chapter website for final information.

            Planning is also underway for an Information Technology in NYC’s Public Health Sector Chapter Program Event in either November or December 2008.  Please check the Chapter website for further information as it becomes available.

            There will also be an ASPA Chapter Election for President, Vice President, and expired Council seats.  The Election Committee is being chaired by former Chapter President, Bill Ciaccio.

            For the Spring, guided tours and lecture at either the New York City DORIS Municipal Archives or the New York Historical Society are under consideration.

 

Member News

Steve Rolandi was recently appointed CFO for the New York City Police Athletic League, Inc. He continues as an adjunct lecturer of public administration at John Jay College of Criminal Justice, C.U.N.Y.

 

National ASPA News

            The ASPA National Council held its Annual Business Meeting on September 13th, 2008.  The Council received reports from the five Strategic Imperative Groups (SIGs).  The SIGs are: (1) Be Member Focused, which is working on advertising and marketing for ASPA, (2) Strengthen Chapters and Sections, which is looking into ways to support and develop Chapters, (3) Build for the Future, which is working on recruiting new members and getting them involved in the organization, (4) Network Through Technology, which is seeking to improve our information and communication systems, and (5) Reorganize for Change, which is reviewing ASPA’s governance and management structure to seek possible improvements.  The SIGs are attempting to improve ASPA as an organization.

            National ASPA membership held steady ay 8,200.  New York Metropolitan Chapter membership increased from 233 to 263 members, making our Chapter the third largest in the nation after Washington, DC (423 members) and Los Angeles (299 members).

            Miami, FL and San Jose, CA are the sites for the next two National Conferences.  Future Conferences are planned in Baltimore, Las Vegas, and New Orleans.

            Eric Bergrud, Special Assistant to the President, Park University, Missouri will be running against David Broome, Director, City of Seattle for ASPA Vice-President in the next National ASPA Election.  They are both well-qualified candidates.  Eric is a former staff member of ASPA and is aware of its problems, while David is former President of the Seattle (Evergreen) Chapter, is a former member of the NY Metropolitan Chapter,, and is married to former National ASPA President and New York Metropolitan Chapter member Cheryl Broome.  In Region 1, George Dougherty, the incumbent, who is Director of the MPA Program at the University of Pittsburgh, will be running against Mark Daniels, a professor at Slippery Rock College of the University of Pennsylvania for a Council Seat.

The Second Annual Public Performance Measurement and Reporting Conference

The Second Annual Public Performance Measurement and Reporting Conference will be held January 23-24, 2009 at The School of Public Affairs and Administration, Rutgers University-Newark. This year’s conference will focus on the practice of performance measurement and reporting in the public sector including government and the nonprofit sectors. The conference will provide attendees with diverse case studies, academic research and lessons learned from leaders in the field.

Who Should Attend: Local, state and federal government managers and officials engaged in performance measurement and reporting; public and nonprofit professionals; researchers, faculty and students dedicated to measuring, reporting and improving public sector and nonprofit performance, and private-sector consultants and employees who contract with federal, state or local governments for performance measurement and reporting initiatives .

The Public Performance Measurement and Reporting Network invites proposals for presentations, papers, panels, workshops, and

case studies from practitioners, academics, researchers, vendors, and students.  Presentations, workshops, and papers should address practice issues of performance measurement in the public and nonprofit sectors.

Presentations and papers are encouraged around the following themes:

-Performance measurement in practice – lessons from the field

-Citizen engagement/focus in the performance

measurement and reporting process

-Using performance measurement data for improvement, planning and budgeting

-Performance measurement and 311/CRM systems

-Performance measurement in public health

-Benchmarking

-Performance reporting

CALL FOR PAPERS

Financial Award for Best Papers in Ethics and Accountability in Public Service

 

The Johnson Institute for Responsible Leadership in the Graduate School of Public and International Affairs, University of Pittsburgh is accepting submissions for the 2008-2009 Johnson Award for Best Papers in Ethics and Accountability in Public Service. Young scholars and students are especially encouraged to apply.

A blind review process will result in the selection of at least one (1) winner in each of the following categories:

Papers already published or accepted for publication in refereed forums (in journals, as chapters in books, etc): $2,000

Student Papers (including work by doctoral students prior to the award of the degree): $1,000

Papers should fall under one of the following themes: International and civil security, Human security, International development, Public administration, and/or Nonprofit/NGO management and governance. These themes are broadly interpreted. Generally, any paper that has significant implications for public policy, public management, or nonprofit sector management will be acceptable.

 

Application Process and Deadline

Interested applicants should submit 1) an application cover sheet (available at www.johnsoninstitute-gspia.org), 2) two-page executive summary including title of the paper with author name(s) removed, and 3) a copy of the paper with author name(s) removed.  Electronic copies are strongly preferred.  All entries must be less than 35 pages double-spaced, including bibliography, and in English.  Please indicate whether your paper should be considered in the published category, work in progress category, or student category. Winners will be notified in the spring 2009.
