President's Report

Our chapter got off to a great start this year with a well-attended kickoff event at Baruch College in late September. Our next event this year is November 21 at New York University which will be extremely interesting for all who are interested in the future of New York City and the redevelopment of lower Manhattan (see above for more details).

Our chapter has also been busy this Fall in helping to sponsor several student affiliate groups. New York University has set up an ASPA Student affiliate group, which will be co-sponsoring our November event. This is the first student affiliate group founded in this region and I expect it be a great success. In addition Baruch College is in the process of forming a student affiliate chapter. We are also planning to co-sponsor events with them, including an informational job fair. We are in the planning stages for a holiday party (cosponsored with COMPA) to be held in mid-December and are also planning events to be held in February with COMPA celebrating Black History Month and with Long Island University in the Spring.

Finally we come to ASPA National Elections. Our chapter is supporting two excellent candidates. Our own Ed Falterman, ASPA/NY Chapter Vice President, is running for a seat on our region's National Council. I believe Ed would be an excellent addition to this council and would bring the tremendous energy and dedication we have seen from him in New York to ASPA National. I believe he would make an extraordinary council member and I strongly urge you to vote for him. For ASPA National Vice President (to become President in two years) our chapter has endorsed Bill Solomon. I feel that Bill makes an excellent candidate for ASPA National Vice President based on his experience and proven dedication to ASPA. Again I would strongly urge you to vote for Bill.

Yielding to Temptation

So, this year the corporate ethics, or the lack thereof, has gained widespread attention. Accounting has become gamesmanship, where the object is to maximally deceive the investing public into believing there is more profit than there is. Auditing is the practice of colluding with accounting fraud in order to gain consulting contracts. In a recent PA Times article, George Fredrickson hints at practices similar to extortion associated with these consulting contracts. Independent stock analysis is anything but independent or analysis; it's just a form of marketing designed to please the investment banking clientele.

Now, there is a lot of talk of beefing up ethics education in business schools, or just ethics education in general. Somehow, we are expected to believe that talk about Plato, Aristotle and Kant, or sensitive discussion about values, or confessionals from those who got caught, or… I recently read a newspaper article about some professor who uses novels as a medium for ethics discussion… We are supposed to believe that these various activities are going to overcome the training of a lifetime of mendacious moral examples, from Bill Clinton’s "What is the meaning of ‘is’?" to the typical parent’s tax quibbles.

Don’t give into this temptation. The temptation to think a few hours of academic or non-academic, rigorous or touchy-feely ethics education is going to fix systemic moral confusion. It won’t.

When ethics fails, it is time for the law. Time for government to take corrective action. Government must penalize and, where necessary, criminalize wrongdoing. It must set limits and enforce those limits. To enforce those limits, it must have the power and resources to observe wrongdoing and to nab wrongdoers.

The role of education is to point out these laws and to alert those who will soon be set loose in the job market that government is watching and wrongdoing will not be tolerated.

Chapter President Honored

Bill Ciaccio, NY Metro Chapter ASPA President, received an award as Italian-American Man of the Year from the New York City Transit Authority Columbia Association. Nearly 300 people attended the award dinner, including many Chapter members.

The Columbia Association Annual Scholarship Dinner-Dance was held at Micali Terrace in Brooklyn on Friday, October 18, 2002. Also honored at the event was Rosemarie Chicala-O'Neil (NYC Transit Station Supervisor and First Vice President Columbia Association).


NAACP Admiral's Award Presented to Ed Falterman

One could not have asked for a more indelible event than the Annual Yacht Party given by the New York Branch of the NAACP on Friday, August 16, 2002. The President of the NAACP, Dr. Annie B. Martin, coordinated the party in conjunction with its Board of Directors.

The major highlight was the honoring of three very distinguished public servants who are all held in high esteem by the NAACP. One of our own, Edward L. Falterman, Vice President of the New York Metro Chapter of ASPA and Legislative Associate of the Office of the Honorable Edward C. Sullivan (New York State Assembly, 69th District) was awarded the NAACP's 2002 Admiral's Award. Ed was applauded by friends in attendance from ASPA, the New York State Assembly, 69th District and a host of members from the NAACP. Ed was praised for his devotion to the NAACP - New York Branch family in his unflagging struggles to continue its legacy of equality for all people. Dr. Annie B. Martin stressed to the merrymakers how dedicated Ed has been from the inception of his membership to furthering the work of the NAACP. Another honoree, Sal Alladeen, Secretary/Treasurer of Local 74 - SEIU, was lauded by his manager, who presented Sal with his award. Jerome Dais, Business Agent, NY Joint Board UNITE, was saluted for his dedication and steadfast hard work as an untiring member of UNITE.

The Yacht Party was much more than just wonderful music from the band and DJ and food and drink. It was a time to renew old acquaintances and form new ones. Everyone danced from the time the yacht left the pier right up to its return four hours later. Dr. Martin was a most gracious Captain and host and I cannot wait until next year's party.

New Dean at NYU, Wagner Graduate School

New York University President John Sexton named Ellen Schall, the Martin Cherkasky Professor of Health Policy and Management at the Wagner Graduate School of Public Service, to succeed Dr. Jo Ivey Boufford as Dean of that School. Dr. Boufford had announced last April that she would not seek another term as Dean.

Professor Schall, a member of the NY Metro Chapter ASPA, has been on the faculty at NYU Wagner since 1992. She is a Past President (1993-1994) of the Association of Public Policy Analysis and Management. In 1995, she was elected a fellow of the National Academy of Public Administration.

Ken Stevenson, New Jersey Chapter President, Passes Away

New Jersey Chapter President Kenneth C. Stevenson Jr., 61, passed away last Tuesday at The Medical Center at Princeton. Funeral services were held Saturday. Ken played an active role in the national organization, serving in many capacities, including as a member of the National Council and chair of the Section Development Committee. He is survived by his mother, Grace Hope Stevenson of Bucks County, Pa.; his wife, Deborah B. Stevenson; two daughters and a son-in-law, Katherine Grace Stevenson at home and Carleen Birnes and Aaron Grindle of Severna Park, Md.; two sons and daughters-in-law, Kenneth C. and Alison Stevenson of Princeton and Geoffrey and Armani Birnes of San Francisco; and four grandchildren, Andrea, Campbell, Connor and Tucker Stevenson. National ASPA Elections

National ASPA is scheduled to mail out the ballots on November 18th, 2002 (with a completed ballot receipt deadline of January 16, 2003). The Chapter is supporting the candidacies of Bill Solomon for National ASPA Vice -President and Ed Falterman for National ASPA Council Representative for Electoral District 1. The candidate statements, which appear in the November 2002 issue of PA Times, are reproduced below for the convenience of our Chapter Members:

Ed Falterman is running for the opportunity to serve, to advance American Society for Public Administration's mission and to capitalizes on its diversity. As the premier organization for public administration, ASPA can take the lead in helping us forge collaborations among practitioners, academic researchers and organizations.

Ed's goal as a candidate for ASPA National Council is to enhance the role and input of the chapters regarding membership growth, diversity, inclusion and collaboration policies and programs of ASPA. ASPA must actively value differences among the general public as well as its own members and must practice diversity in ASPA governance.

Ed's candidacy is grounded in service and ASPA's leadership that includes serving the New York Metropolitan Chapter as the current Vice President, current Co-Chair of ASPA Public Service Awards Dinner Committee, A former ASPA Council Member, former Co-Chair Committee on Membership, Organizer of Public Policy Forums to demonstrate and advance pride and performance in the public service, current New York Metropolitan Chapter liaison to the Civic Alliance to Rebuild Downtown New York and serving as a former member of ASPA National Conference Volunteer Committee.

Ed Falterman is a life member of the NAACP. He currently serves on the Board of Directors of the New York Branch of the National Association for the Advancement of Colored People. In his devotion as a civil rights volunteer for the NAACP, he has served as Vice-Chair of the Dinner Committee, Secretary of the Nominating Committee and a Delegate to National, Regional and State Conventions. Recipient of the 2002 NAACP Admiral's Award and 2001 & 2000 Million Dollar Medallion Awards for his devotion to the cause of freedom, justice, equality and personal dignity of human kind.

Ed currently works for the New York State Legislature. For the past seven years Ed Falterman has served as the Legislative Associate to the Honorable Edward C. Sullivan, Chair of the Committee on Higher Education for the New York State Assembly. Ed Falterman's responsibilities include intergovernmental affairs, community relations, legislative affairs and constituent services. Ed holds a Master of Public Administrations with a concentration in Legislative Administration, from the Nelson A. Rockefeller College of Public Affairs and Policy, University of Albany, State University of New York. He received his Master of Science in College Student Personnel Administration, Bachelor of Arts in Political Science with a concentration in Pre-Law and Bachelor of Science in Criminal Justice from Buffalo State College, State University of New York. He served as President of the Pre-Law Society and Vice-President of the United Student Government at Buffalo State College, State University of New York.

William E. Solomon- ASPA VP Candidate Statement

I see ASPA as the prime advocate of public service - promoting integrity and accountability, excellence and compassion within government and advancing the science, art and processes of public administration to support them. Based upon this conviction:

I have been actively involved in ASPA for more than 20 years. I served on the National Council, Parliamentarian for two years, Public Integrity editorial board, Chair of a regional organization (SECOPA), Chapter President and as a member of several sections (Ethics, ABFM, SWPA and NYPF). I bring with me experiences and unquestionable integrity as a professional public manager and a nonprofit volunteer board member as well as the insights of a part time academician. My public service achievements provide me with excellent preparation for dealing with the challenges facing ASPA in the coming years.

I have a proven record of doing the right things and doing them right. I am dedicated to the future of the public service, and to ASPA’s chapters, sections and regional activities. I want to be the 2003 ASPA Vice President. Support accountability and integrity and VOTE for SOLOMON.

Summary of July 18, 2002 Chapter Governing Board Meeting

Chapter Membership: Mr. Meyer suggested that we obtain roster listings of recent graduates from Schools of Public Administration and send letters to these graduates inviting them (encouraging them) to join ASPA. Mr. Ciaccio said that he wished to increase Chapter membership by at least forty members so that the Chapter will grow larger than the Los Angeles Chapter (moving us into second place nation-wide for Chapter membership, behind only the Washington, D.C. Chapter). Chapter membership is now at 380 members. Mr. Ciaccio has the goal of increasing Chapter membership to at least 420 members. Mr. Williams said that there is a new undergraduate Public Administration Club at the Baruch College School of Public Affairs (for which he is the Faculty Advisor). He requested that the Chapter consider giving an ASPA Student Membership to the President of the Club (Marco). He said that most of the students are low on personal funds. Ms. Alexander suggested that we seek donations to underwrite memberships for these students. Ms. Gerard suggested that we do a Program Event with the Club or at least invite them to our Program Events. The students may be interested in summer jobs or internships. Mr. Gerard suggested a mentoring program but Mr. Williams said that this should be thought out more fully before any commitments were made. A suggestion was made that we put together a Chapter Membership Package for new members.

Listening to the City: Mr. Falterman and Ms. Osborne plan to attend the program. Ms. Gerard will be serving as a Staff Member at the event. The event is scheduled for Saturday, 07/20/2002. Mr. Ciaccio requested Ms. Gerard and Mr. Falterman to prepare a short article on the Downtown Civic Alliance for publication by National ASPA in PA Times. Mr. Falterman mentioned that information on the Civic Alliance is posted to a website (and to the Chapter web site).

Chapter Governing Board: Mr. Ciaccio called, based upon their performance in the 2001 Program Year, for Mr. Meyer to be re-appointed as Chapter Treasury and Mr. Jameson to be re-appointed as Chapter Secretary. The Governing Board unanimously voted to approve these appointments to the Chapter Governing Board. Mr. Falterman requested that the results of the 2002 Chapter Election be posted to the Minutes: Mr. Ciaccio was re-elected as Chapter President, Mr. Falterman was elected as Chapter Vice President, and Sybil Alexander, Carolyn Hubbard Kamunawire, Claudina Osborne, Lynne A. Weikart, and Caroline N. Westbrook were elected (or re-elected) to the Chapter Council. (There were five vacancies on the Council in this election since Mr. Falterman ran for Chapter Vice-President in what would have been the second year of the two-year Council term he was elected to in 2001.) Paula Gerard, Peter Tinker, and Dan Williams continue on the Council in the second year of their two-year terms. The Election results will also be published to the Chapter website and in the next issue of the Chapter Newsletter.

Chapter Annual Public Service Awards Banquet: The Dinner was the Chapter's most financially successful Awards Dinner. The profit is expected to be $1,000.00+. There are still some payment checks outstanding; the profit may be up to $1,500.00. The New York Daily News published an announcement concerning the Dinner in the Civil Service news column. Mr. Ciaccio suggested that we plan on holding the next Chapter Public Service Awards Banquet at the same restaurant -- Sal Anthony's S.P.Q.R. Restaurant.

National ASPA Elections: Mr. Ciaccio announced the ballot response from the members of the Governing Board on the subject of who we should nominate for the election for National Council Representative. The choice was between Ed Falterman and Dawn Roberts, both of whom had expressed an interest in running for this elective office. [The candidates had both submitted Candidate Statements. The balloting was initiated by Mr. Ciaccio via e-mail correspondence.] Mr. Falterman was the preference of the Governing Board, so Mr. Ciaccio has sent in the form to National ASPA with the Chapter's nomination of Mr. Falterman. Mr. Falterman thanked the Chapter Governing Board for the nomination. Mr. Ciaccio also announce that Michael Gershowitz (currently a Secondary Chapter Member and formerly the Chapter President of NY Metro Chapter) is seeking to run for National ASPA Vice President. He is seeking the support of the Chapter in getting on the Ballot for Vice President. Mr. Ciaccio discussed this with several members and there was consensus to provide this support.

Program Events: Mr. Ciaccio said that he wants to set up an advance schedule of Program Events for the coming 2002 - 2003 Chapter Program Year. He said that Steve Rolandi mentioned a program on productivity and performance measurement. Mr. Meyer has contacted Michael Massiah (Port Authority of NY & NJ) about an AirTrain tour. A Holiday Party and a Program Year "Kick-Off" Party were also suggested. Jonathan Justice had suggested a presentation on the LaGuardia Archives. Ms. Gerard suggested a program on the Regional Plan Association and the Event Planning for Listening to the City. Mr. Tinker suggested a Career Day with employment managers from various agencies. (Ms. Alexander mentioned that she expects that there may be openings at HRA after October 8, 2002 due to an "early-out" offer.) Mr. Falterman said that we should collaborate with the Schools of Public Affairs by having different schools "host" each event. He asked that a Governing Board member act as liaison with each school. The assignments were made as follows: Long Island University -- Ms. Osborne, Baruch College -- Mr. Williams, John Jay College -- Mr. Meyer, New School University -- Mr. Falterman, New York University -- Steve Rolandi, Columbia University -- Mr. Ciaccio, Medger Evers College -- Ms. Gerard, CUNY Graduate Center -- Ms. Westbrook. Mr. Falterman said that the Chapter could announce school events via our newsletter and website while our events could be announced at each school. Mr. Falterman also suggested that we "piggy-back" or co-host events with the schools. Mr. Williams advised that getting room space at Baruch College may be a problem this year due to a reduced space allocation for the School of Public Affairs. Mr. Ciaccio would like us to plan the Program Year in advance so that we can publish a schedule. He also suggested that we move the Annual Awards Dinner to earlier in the year, perhaps in early May to coincide with Public Service Recognition Week. Mr. Williams mentioned the successful prior program [during the 2000 - 2001 Program Year] that the Chapter held on Ethics. He suggested the topic of "The Public Role in Business Ethics." He believes that Baruch College would be willing to co-sponsor such a Program Event, particularly if we can attract a prominent speaker, since the President of Baruch College is particularly interested in this topic. A speaker from FASB (Federal Accounting Standards Board), the Federal Reserve, etc, or a Federal Judge, would be an appropriate speaker for such an event. Mr. Falterman suggested a "Meet-and-Greet" Networking Program Event for September 2002. Mr. Williams and Mr. Tinker stated that Early Spring 2003 would be the appropriate time for a Career Day Program Event. Mr. Ciaccio suggested a Transit-related event tied to the scheduled re-opening of the #1 and #9 lines in September 2002. Ms. Gerard and Mr. Falterman suggested that the Chapter collaborate with GAP on a Program Event. Mr. Falterman also suggested that the Chapter co-sponsor a Program Event with the New York COMPA Chapter in February 2002 to commemorate Black History Month. A Tentative Program Event Schedule was prepared:

September 2002 (Week of September 23rd): Welcome Back Party (Mr. Williams will approach Baruch College about available space.)

October or November 2002: AirTrain Tour

October 2002 (Week of October 21st): Job Fair (suggested either space at New York University or at MTA, 2 Broadway, Manhattan)

November 2002 (Week of November 12th): Regional Planning Association Program Event (suggested to request space at New School University)

Early December 2002: Holiday Party (suggested to request space at John Jay College)

Spring 2003: Ethics Program Event

Public Service Essay Contest: Mr. Tinker said that the essay contest winner had contacted him concerning the announced prize. Mr. Meyer said that he would take care of it. Ms. Westbrook said that the web site awards.com could be accessed to print award certificates.

Chapter Committees: Mr. Falterman requested that the committee chairs and co-chairs be named. The Membership Committee will be co-chaired by Ms. Westbrook and Ms. Osborne. The Dinner Committee will be co-chaired by Mr. Falterman, Mr. Meyer, and Ms. Gerard. There was no Chair named for the Program Committee; each Program Event will, however, be "honcho'ed" by a member of the Governing Board. The Nominating and Chapter Elections Committee will be comprised of Past Chapter Presidents.

Miscellaneous Items: Ms. Westbrook said that the New York NAACP will be holding a Yacht Party on August 16, 2002. Mr. Falterman is a Guest of Honor at that event. Mr. Falterman asked that any Governing Board Members who will be attending the Party let him know so that he can recognize them during his remarks from the podium. Mr. Falterman also said that Mr. Ciaccio is being recognized by the MTA Columbia Society.

Summary of September 18, 2002 Chapter Governing Board Meeting

National ASPA: Mr. Ciaccio said that the National ASPA office claimed non-receipt of both the nomination for ASPA Vice President for Michael Gershowitz and the nomination for National Council Representative for District 1 for Ed Falterman that the Chapter had submitted for the upcoming National ASPA Elections. National ASPA later found the nomination form for Mr. Gershowitz but not the one for Mr. Falterman. Neither candidate appeared on the National Ballot Slate released by National ASPA but they can be added via petition. Mr. Ciaccio circulated an "ASPA Vice Presidential Nominee by Petition" form (for Mr. Gershowitz) and an "ASPA National Council Nominee by Petition" form (for Mr. Falterman) for (voluntary) signatures from those in attendance. National ASPA solicited nominations for National ASPA Awards. There is an October 18, 2002 deadline for nominations. The Chapter will be nominating the NYC Transit Authority (TA) Senior Vice President for Capital Programs for the National Public Service Award. At Mr. Williams suggestion, the Chapter will be nominating Marco DeSena of Baruch College, CUNY for the $250 Student Grant Award.

Program Events: Mr. Ciaccio discussed plans for the Chapter Program Year Kick-Off Event scheduled at Baruch College. He ordered heroes and a cheese platter; wine and soda will also be available. He plans on making introductions during the program. Mr. Ciaccio said that Chris Meyer is trying to get a date for the AirTrain tour. The date may be in October 2002. A program event on the Regional Plan Association is planned for November 2002. Mr. Ciaccio contacted Arthur Fried at New York University regarding a room for this Program Event. Mr. Ciaccio has also contacted the Wagner Student Association about co-sponsoring the event in order for us to get a room for the event at New York University. Because of the scarcity of jobs due to hiring freezes, etc., the Job Fair Program Event may be moved to Spring 2003. Ms. Roberts suggested that the Chapter co-sponsor a Program Event with COMPA on African-Americans in Elective Local Administration. (Ms. Roberts said that she is Treasurer for COMPA while Ms. Westbrook is the Programs person.) Setting the date for the Dinner was discussed with suggestions to move in back to May or perhaps event into April in order to be before school final exam period (Ms. Roberts suggestion). It was generally agreed to aim for May 2002 with dates from late April 2003 through early June 2003 to be considered. A discussion was initiated as to whom to get as Keynote Speaker. Mr. Rolandi volunteered to put out "feelers" to City Hall regarding the availability of Mayor Bloomberg. Senator Clinton was also suggested. Mr. Williams said that Senator Clinton might result in an unbalanced audience with some people staying away because of and other attracted by having Senator Clinton as the speaker. Mr. Williams suggested Senator Schumer or former Bronx Borough President Ferrer as the Keynote Speaker. Ms. Westbrook suggested Schools Chancellor Joe Klein. Mr. Ciaccio said that he would like to get out a list of Spring Program Events (including the Annual Public Service Awards Dinner) to the membership. Mr. Williams said that Marco DeSena, the President of the Baruch College Public Administration Students Club is interested in possibly co-sponsoring a Program Event on the prior (Guiliani) New York City Administration; Mr. Rolandi offered to be a co-speaker at such a Program Event. Ms. Roberts suggested that the Chapter address training and education needs, particularly addressing how ASPA supports the initiative to strength the skill set in the workplace. Mr. Williams requested a list of ten skills needing this attention. Mr. Williams suggested a "brown-bag" workshop model with two-hour sessions/tracks. The issue of Continuing Education Unit (CEU) credit was raised; Mr. Rolandi said that ASPA has had some problems in coordinating this since the CEU credit must be issued via a University. Ms. Roberts suggested topics such as time management, delegation, or how to update a resume. She feels that such workshops will enhance the Chapter's interaction with the workforce. Mr. Ciaccio suggested the topic of "Managing Without Authority." Mr. Rolandi offered to be a guest speaker based upon his experience of moving from an analyst position to supervisory and management positions.

Treasurer's Report: Mr. Ciaccio said that there would be no Treasurer's Report since Chris Meyer, the Chapter Treasurer, was unable to attend the meeting.

Membership: Mr. Ciaccio said that New York University (NYU) had begun the paperwork for an "NYU ASPA Student Chapter" which will become an affiliate of our Chapter. Baruch College may also look into developing a student chapter affiliate. Ms. Westbrook said that there was a new MPA Club at Baruch College, CUNY. She suggested that we solicit for new members and make a "pitch" at one of their meetings, perhaps at one to be arranged at the CUNY Graduate Center. She asked for a supply of membership applications.

Chapter Governing Board: The attendees agreed to schedule the next meeting of the Chapter Governing Board for October 29th, 2002. [This meeting date was subsequently changed to November 14, 2002.]

Miscellaneous Items: Ms. Hubbard Kamunanwire said that she saw Wilda A. Chevers, a former Chapter Member who now resides in Las Vegas, Nevada. She said that Ms. Chevers expressed greetings to the Chapter and to several Board members in particular. Ms. Westbrook said that Ed Falterman received the 2002 Admiral's Award from the New York Chapter of the NAACP. Dr. Annie B. Martin, the President of the NAACP, applauded Mr. Falterman for his hard work over the past six years towards equality for all. Ms. Westbrook said that an article regarding the award will be in the November 2002 issue of PA Times. Ms. Westbrook said that her e-mail address was changing to caroline.westbrook@mail.cuny.edu. Mr. Jameson asked Mr. Ciaccio if the Chapter's Official Mailing Address continues to be the Office of the District Court Executive, U.S. Court House, 500 Pearl Street, Room 820, New York City, NY 10007-1312. Mr. Jameson said that this is the address he has been publishing in the Chapter Newsletter. Mr. Ciaccio said that the Official Mailing Address for the Chapter could be updated to show his office address (MTA, 2 Broadway, Fourth Floor, New York City, NY 10004).
