Chapter Program and Holiday Party

The tour will be followed, at 6:30PM, by the Chapter Holiday Party at the New York City Department of Records (31 Chambers Street, Manhattan).

President's Report

This fall we have had a different focus on activities with tours. We started with a welcoming reception at LIU in October and followed up with a fascinating tour of the 311 Command Center last month. We are concluding 2003 with a tour of the Tweed Courthouse and a talk about the new Department of Education on December 4 at 5:30 PM followed by a holiday party at 6:30 PM at Department of Records at 31 Chambers Street directly across the street from the Tweed Courthouse. If you are interested in this fascinating talk/tour/party you can contact Ms. Irene Bodolato at 646-252-3817 and she will put you on the list.

We have a number of plans for the spring. We are planning a joint meeting in March to discuss medical issues with public health organizations. We are also planning a tour of the latest equipment from the Municipal Archives. We are planning a talk/debate with Presidential candidate representatives before the New York State primary in the spring and a talk about the latest construction which is being planned by the Metropolitan Transportation Authority in the spring. Finally, we have planned our annual dinner for May 25, 2004. NYC Council Speaker Miller has already accepted our offer to be our keynote speaker.

Other ideas which we are planning are a scholarship program which we will implement for our annual dinner. One of our members NYPD Police Lieutenant Todd Gloff has offered to do a "ride along" program for ASPA which will allow ASPA members to ride along with NYPD officers. I believe that this would be a fascinating learning experience and I personally am planning to participate in it. If people are interested they can contact me at 646-252-3820. We have also this Fall become a voting member of the Downtown Civic Alliance and cast our first vote in support of the proposed MTA South Ferry Terminal Project which will bring needed transportation relief to all people who pass through the lower Manhattan area.

Our budget is currently over $11,000 (a record) with our 2003 rebate from ASPA on the way. Financially we are in excellent shape. Finally there is an ASPA National Election (you will soon receive your ballots) and I strongly urge everyone in this chapter to cast your vote for Stephen Rolandi for regional representative. Stephen has been a long standing and valued member of this chapter and it is extremely important that we have a representative in Washington who will respond to New York's needs.

National ASPA Elections

You should soon receive your ballot for the National ASPA Annual Elections. Your participation in the election is important.

There are two candidates for National Council Representative for Electoral District I (which includes New York). The Governing Board of the NY Metropolitan Chapter voted to support Stephen R. Rolandi.

ASPA National Council Electoral District I Candidate Statements

STEPHEN R. ROLANDI

Stephen R. Rolandi is currently Deputy Commissioner of the City of New York’s Department of Records and Information Services. He previously served as Chief Financial Officer of the New York City Planning Commission, and Budget Director for AFS Intercultural Programs, one of the nation’s largest not-for-profit international education organizations. He began his public sector with the U.S. Department of Housing and Urban Development and New York City Office of Management and Budget. He holds Bachelor’s and MPA degrees from New York University.

Service to ASPA:

When I served on the National Council, I chaired the Chapter and Professional Development Committees and initiated several projects and programs beneficial to the Society’s chapters, membership and students. This year I am serving on Steering Group 3, which focuses on building the Society’s infrastructure, increasing membership participation and improving the health of its chapters. I would focus my efforts in strengthening the Society’s network of chapters and sections, and forging links to potential new members, such as health care and hospital administration professionals, among others.

I am honored to have been selected by the Nominating Committee. If I am elected again, I would be an effective advocate for our region by bringing the same degree of dedication, energy, vision and leadership that I have brought to all my ASPA endeavors.

Edward Lewis Falterman

Ed Falterman seeks to advance ASPA's mission and capitalize on its diversity. ASPA can take the lead in forging collaborations among practitioners, academic researchers and organizations.

Ed's goal is to enhance the role of chapters regarding membership growth, diversity, inclusion and collaboration policies and programs. ASPA must actively value differences in its membership and must practice diversity in ASPA governance.

Ed Falterman is highly qualified, experienced Public Affairs Professional with 10 years in legislative affairs, intergovernmental affairs, public policy, and community relations. His work, community involvement, and education have demonstrated a commitment to advocating excellence in public service.

Ed Falterman worked as a Legislative Associate for the New York State Assembly, on the staff of Honorable Edward C. Sullivan, for the past seven and half years. Ed's responsibilities included legislative affairs, public policy, intergovernmental affairs, community relations, and constituent services. He briefed and advised Assembly Member on meetings with constituents and lobbyist. Ed prepared for and assisted with conferences, public hearings, and committee meetings. Ed also monitored and tracked the Assembly Member’s legislation. Represented Assembly Member at press conferences, community based organization public forums & meetings, city and state agencies. He advised the Assembly Member on community issues and events. Ed investigated, advocated, and mediated constituents’ concerns with city and state agencies. He drafted constituent correspondence and follows up with city and state agencies on behalf of constituents.

Ed is active in several civic, community, and professional organizations that deal with social justice, civil rights, and public service. He is currently serving as a Council Member and the Co-Chair Committee on Membership of the Empire State Capital Area Chapter of the American Society for Public Administration (ASPA). Ed is the Past Vice-President of the Board of Directors of the New York Metropolitan Area Chapter of the American Society for Public Administration (ASPA), whose mission is to advocate excellence in public service. He is the Past Co-Chair of the Public Service Awards Dinner Committee, Past Vice-Chair of the Nomination and Election Committee, Organizer of Public Policy Forums to demonstrate and advance pride and performance in the public service, New York Metropolitan Chapter liaison to the Civic Alliance to Rebuild Downtown New York, and a former member of ASPA National Conference Volunteer Committee. Ed is currently a member of the ASPA Conference on Minority in Public Administration (COMPA) and a member of the ASPA Section on Women in Public Administration (SWAPA). Ed is on the Board of Directors of the National Association for the Advancement of Colored People (NAACP), New York City Branch, whose mission is to advocate civil rights for all, and is also a life member of this organization. He also served on the New York City Alumni Council of the International House.

Ed earned his Masters of Public Administration, with a specialization in Legislative Administration, from the Nelson A. Rockefeller College of Public Affairs and Policy, University at Albany, State University of New York. He was awarded the United States Department of Education Public Service Fellowship. He received his Master of Science in College Student Personnel Administration from Buffalo State College, State University of New York. Ed Falterman also earned a dual degree, Bachelor of Arts in Political Science, with a concentration in Pre-Law, and Bachelor of Science in Criminal Justice from Buffalo State College. He served as President and Founder of the Pre-Law Society and a member of the Board of Directors of the Alumni Association at Buffalo State College. Passionate about education, Ed Falterman has completed a significant amount of doctoral courses in Higher Education Administration at Columbia University’s Teachers College in New York City. Ed Falterman is a committed and dedicated Public Affairs Professional.

Nominations for COMPA Awards

The Conference of Minority Public Administrators (COMPA), a section ASPA, is seeking nominations for its annual Public Service Award.

The COMPA Public Service Award will be bestowed upon a minority public administrator who has demonstrated overall outstanding achievement in the field of public service. The award represents recognition on the
part of colleagues nationwide, of the high standards of excellence we all strive for in our chosen field. Eligible candidates include non-elected administrators in local, state and federal government agencies, nonprofit and community based organization, or public academic institutions who have at least fifteen years of public service experience.

COMPA is also seeking nominations for its annual Sylvester Murray Distinguished Mentor Award. The COMPA Sylvester Murray Distinguished Mentor Award will be bestowed
upon a minority public administrator who has demonstrated overall outstanding mentorship capabilities in the field of public service. The
award represents recognition on the part of colleagues nationwide, of the high standards of excellence we all strive for in our chosen field.
Eligible candidates include non-elected administrators in local, state and federal government agencies, nonprofit and community based organization, or public academic institutions that have at least fifteen years of public service experience.

This year's deadline for nominations is January 10, 2004. If you would like to nominate someone, please do so as soon as possible. The selected individual (presence required) will be honored at National COMPA's Annual Conference closing banquet in Tulsa, OK.
