Donald Stone Award
Congratulations to Mr. Richard Scheirer,
Director of the NYC Office of Emergency Management, who will be receiving the
Donald Stone Award for Government Administrator during the 2002 ASPA Annual Conference. Bill Ciaccio, the President of the NY Metro Chapter, nominated Mr. Scheirer for this highly regarded award.
ASPA's Section on Intergovernmental Administration and Management (SIAM) will present the award to Mr. Scheirer during its Annual Membership Luncheon on Monday, March 25, 2002.

President's Report
I would like to extend my best wishes to all our members for a joyous and happy holiday season. While 2001 was a very difficult and trying year for many of us, it also saw a rebirth of the spirit of the city and country and gives me hope that great things lie ahead for us in New York City.
I would strongly encourage everyone to come to our holiday party on Friday, December 14 at Baruch College. We have a great speaker (Gale Brewer, City Councilwoman Elect) and will have bountiful refreshments.
Turning towards the future, we are in the process of finalizing our schedule for 2002. We are pleased to co-sponsor with Baruch College the Mayor Ed Koch talk series in February, which promises to be a lively event.
In addition, this chapter has nominated Mr. Richard Scheirer, Director, New York City Office of Emergency Management (OEM), for the prestigious Stone Award given by National ASPA for outstanding practitioner of Intergovernmental Management. I have just found out that he will be receiving this award.
We are also planning some other interesting activities for your education and
enjoyment in 2002, which will culminate in our annual awards dinner in the spring.

National ASPA Elections Endorsements
The Governing Board of the NY Metro Chapter ASPA voted to support the candidacy of Cheryl Broom for National ASPA Vice President and that of Jonathan Justice for National Council Member for Electoral District 1. Both candidates are longtime and active ASPA members.
Mr. Justice has served as Council Member, Treasurer, and Executive Vice President for the NY Metro Chapter in recent years. He played an important role, as Marketing Chair, in the very successful National ASPA Conference held in Newark, NJ earlier this year.
Please remember to cast your mail ballot by the deadline of January 15, 2002.
Koch Lecture Series
The Chapter will be co-sponsoring the Koch Lecture Series with the Baruch College School of Public Affairs. The first lecture was held on October 17th, 2001. The second lecture will be held on February 6th, 2002 from 6:00PM to 8:00PM at the Baruch College Conference Center on 25th Street, NYC.

Summary of August 6, 2001 Chapter Governing Board Meeting
Program Events:
Mr. Ciaccio discussed his ideas for the coming Program Year. He distributed material from the Public Works Forum, which sponsored events that included tours. Some of our Program Events may be tours or fund-raisers. Mr. Ciaccio will attempt to put together a Program Event for September 2001 on the Second Avenue Subway. Mr. Falterman suggested that the February 2002 Program Event be a Forum on Redistricting and Re-Apportionment. He said that Dr. Lynne Weikart of Baruch College, CUNY had expressed an interest in participating in such a forum. Mr. Tinker suggested a Program Event on Census Results; this topic may be folded into the forum on Redistricting and Re-Apportionment. Mr. Williams suggested a Program Event on the Elections to be held either immediately before or after the November Elections. It was suggested that Ernest Rodriguez at Baruch College be contacted (at 212-802-6925) regarding coordinating this event. Doug Muzzio of Baruch College was suggested as a panelist. Mr. Falterman suggested that Stan Altman (Dean, Baruch College School of Public Affairs) be invited as a panelist. Mr. Williams suggested that we look beyond Baruch College for panelists. New York University was suggested (though we must keep in mind the "politics" among the colleges). A date after the November Elections was decided to be preferable. Ms. Hubbard-Kamunawire suggested an Event tied into the United Nations Conference on Racism that is scheduled to be held in Durban, South Africa. Ms. Alexander suggested a Program Event tied into Labor History Month and Women's History Month for March 2002. Mr. Meyer suggested a tour of the Office of Emergency Management. Mr. Falterman suggested a Holiday Social Event in December 2001. Mr. Williams suggested that each Program Event occur in a different location; we can rotate among the various schools and union offices. He also suggested that we seek to co-sponsor events with other organizations.Treasurer's Report: Mr. Meyer said that the Chapter Fund Balance is $5,417.22, including the $1,000.00 Scholarship Fund. The Chapter realized a $456.76 profit on the Annual Awards Banquet. Mr. Falterman requested that Mr. Meyer provide the Governing Board with an Income and Expenditure Statement for the last Program (Budget) Year. Mr. Falterman felt that this would help us in planning for the current Program Year. He also suggested that the Governing Board appoint an Audit Committee to review the Chapter "books". Mr. Ciaccio and the other members of the Governing Board felt that this was unnecessary and that there are adequate controls in place. Mr. Meyer said that all checks written on the Chapter's account require dual-signatures. Mr. Meyer distributed copies of the Chapter Information Form that is required for submission to National ASPA; the form includes a Financial Statement for the closed Fiscal Year (through June 30, 2001). Mr. Falterman moved that the Governing Board accept this Chapter Statement; the Board unanimously passed the motion. Submission of the form is a requirement for receipt of the $5.00 per member rebate from National to the Chapter; Mr. Ciaccio said that he was thus anxious to get it in the mail to National ASPA.
Chinese Delegation: The Chapter was requested to host a visiting Chinese delegation on August 30, 2001. Ms. Gerard and Ms. Hubbard-Kamunawire said that they were willing to participate and Mr. Tinker said that he was willing to help them. The timing of the visit is not a convenient time for most people since it immediately precedes a Holiday weekend. Options for the delegation are therefore limited especially since the Chapter has no events scheduled on or around that date.
Membership: Mr. Ciaccio stated that he would like to build up Chapter membership during this Program Year. Ms. Alexander suggested that we reach out to various public service channels. She suggested that we make it known that the Chapter has an appeal beyond just academics and public administration. The Chapter should address an audience in the broader field of public service. She suggested The Chief as one avenue. Mr. Falterman commented that the theme of the next ASPA Conference is Public Service/Public Trust. Mr. Williams stated that there is a shortfall in recruiting from the Masters Degree Programs and added that we are not fully reaching professors of Public Administration either. Mr. Ciaccio suggested that we distribute the Chapter Program Calendar to "people of influence" at each of the schools of public administration (and related disciplines). Attendees volunteered to contact different schools: Mr. Meyer will contact John Jay College, Mr. Falterman will contact New York University and The New School, Mr. Ciaccio will contact Columbia, Ms. Osborne will contact Long Island University. Mr. Williams suggested that we reach out to other programs at colleges in the outer boroughs. Ms. Gerard suggested that we market ourselves to city agencies. Mr. Falterman and Ms. Gerard will serve as co-Chairs of the Membership Committee. Mr. Falterman will handle the membership database since Ms. Gerard no longer has access to the MS-Access software used for the database.
Meeting Minutes: The Governing Board approved the minutes from the May 17, 2001 Governing Board Meeting.
Chapter Governing Board: Mr. Ciaccio, pursuant to the Chapter Constitution, appointed Claudina Osborne to fill the Council vacancy (for the second year of the two-year Council term) created when Mr. Meyer was elected as Chapter Vice President in the last Chapter Election. The Council unanimously appointed, upon the recommendation of Mr. Ciaccio, Mr. Meyer to continue as Chapter Treasurer and Mr. Jameson to continue as Chapter Secretary. Frequency of Governing Board Meetings was discussed; the attendees agreed to a meeting approximately every six weeks. The next meeting was scheduled for 6:00PM on September 20, 2001 at 2 Broadway, Fourth Floor. Mr. Falterman requested that addresses for Governing Board members be added to the contact sheet that Mr. Ciaccio distributed. The Attendees agreed that this Meeting Room was suitable for all Governing Board Meetings. The attendees welcomed Ms. Osborne who is a new member who wished to become active in the Chapter.
Annual Awards Banquet: Mr. Ciaccio suggested that we get a "top speaker" for the next Annual Awards Dinner and then plan the Dinner around the availability of that speaker. He would like to make the Dinner even more successful than last year's. Mr. Falterman stated that the August 2001 issue of PA Times contained an article on the Chapter's Annual Awards Banquet that was held on June 7,2001. A financial statement for that Annual Awards Banquet was circulated; the statement showed revenue of $5,195.00 and expenditures of $4,738.24, yielding a net profit of $456.76.

Summary of September 20, 2001 Chapter Governing Board Meeting
Program Events:
Mr. Ciaccio said that the topic of the scheduled October 16, 2001 Program Event will be changed to the "Disaster Recovery Effort -- Rebuilding the #9 Tunnel". The presentation by Mr. Siano will basically be the same as the one he will be making to the MTA Board. The planned tour of the Office of Emergency Management Command Center is cancelled due to the World Trade Center disaster. The planned tour of the AirTrain facility may be done later on, but security for that facility may be a concern. Mr. Ciaccio said that Mr. Falterman had sent information about the Ed Koch Lecture Series at Baruch College, CUNY. The NY Metro Chapter ASPA will co-sponsor this lecture series with the Baruch College School of Public Affairs. The first lecture is scheduled for October 17, 2001. Mr. Tinker spoke about a Program Event on the Election Process that is scheduled for late November or early December 2001. Mr. Falterman is working with Ed Blakely of the New School on this event. Mr. Ciaccio suggested that the Chapter host a Holiday Event with the American Red Cross as the charity tie-in. Mr. Ciaccio said that a backstage tour of the Metropolitan Museum is a possibility as a future Program Event.Annual Awards Dinner: Mr. Meyer said that planning has begun for the Chapter Annual Dinner. Mr. Ciaccio suggested that we plan the dinner around the availability of a top-notch Guest Speaker. It was suggested that the Chapter try for Mayor Rudolph Guiliani.
Treasurer's Report: Mr. Meyer distributed copies of the Income and Expense statement for the prior Chapter Program Year.
National ASPA Elections: Mr. Ciaccio said that Jonathan Justice has requesting the backing of the Chapter for his run for a seat on the National ASPA Council. Mr. Ciaccio recommended that we endorse Mr. Justice.
Chapter Council: Mr. Ciaccio said that Ms. Roberts is deeply involved in emergency management for New York City and may have problems attending future Governing Board Meetings because of this. He also said that Claudina Osborne is interested in joining the Chapter Council. He suggested that we add an additional Council position to the Governing Board and name Ms. Osborne to that position. Mr. Jameson said that he had no objection to this plan but stated that such an action may be in violation of the Chapter Constitution

Summary of October 22, 2001 Chapter Governing Board Meeting
NYC Independent Budget Office (IBO):
Mr. Ciaccio distributed material that he received from Doug Turetsky, the Communications Director of the NYC Independent Budget Office. The material included sample newsfax publications entitled Inside the Budget. The IBO is a city-funded agency that is independent of the Mayor and the City Council. The Governing Board agreed that the chapter membership might be interested in this organization and its publications but that we should not release our chapter e-mail listing to IBO. Instead, Mr. Jameson agreed to send an e-mail message alerting the members to IBO and its mission and providing them contact information for IBO.Chapter Governing Board Minutes: The attendees reviewed the minutes from the August 6, 2001 and September 20, 2001 Chapter Governing Board Meetings. Mr. Falterman offered emendations to the August 6, 2001 minutes. The emendations were to the action of the Council and the Chapter President on an interim appointment to fill a vacant seat and the appointment of the Chapter Treasurer and Council Secretary. The Council voted to accept the August 6, 2001 minutes (with Mr. Falterman's emendations) and the September 20, 2001 minutes.
Program Events: Mr. Ciaccio discussed the Program Event held on 10/16/2001 on the topic "NYC Transit and the Impact of the September 11th Tragedy". He said that he hopes that the Chapter will pick up some new members from among the large number of attendees at that event. He also mentioned the Ed Koch Lecture at Baruch College, CUNY that NY Metro Chapter ASPA co-sponsored. He said that the Dean discussed ASPA during his opening remarks. The second Koch Lecture is scheduled for February 6, 2002. Mr. Falterman said that Baruch College had planned their own Election Program Event. Since the Chapter was considering sponsoring a Program Event on the Elections, it is possible that we can co-sponsor an event with the New School; Mr. Falterman has contacted Ed Blakely, the Dean of the Milano School. Mr. Falterman also discussed plans for a Chapter Holiday Party. The party will be scheduled for early December 2001 on a Monday, Tuesday, Wednesday, or Thursday date. New York State Assemblymember Edward C. Sullivan (Chair, Higher Education Committee) will be invited as the Guest Speaker for this event. The Honorable Edward Sullivan was one of the five elected officials who were given honorary ASPA memberships during the prior Chapter Program Year. The memberships were given to cultivate relationships and contacts with government leaders. The other recipients of honorary memberships were Manhattan Borough President C. Virginia Fields, NYC Council Member Ronnie Eldridge (Chair, Women's Issues), Assemblymember Deborah Glick (Chair, Social Service Committee), and Assemblymember Steven Sanders (Chair, Education Committee). Mr. Falterman said that the second Ed Koch Lecture at Baruch College (which NY Metro Chapter ASPA is co-sponsoring) is scheduled for February 6, 2002 at Baruch College at 6:00PM to 8:00PM. Mr. Falterman also reported that Professor Lynne Weikert is interested in participating in the planned Chapter Forum on Redistricting and Reapportionment. Mr. Ciaccio said that he will look into re-scheduling the planned AirTrain tour as a Chapter Event for Spring 2002. Mr. Justice said that a professor at LaGuardia College maintains the Mayor LaGuardia Archives and is available to make a presentation (which includes a slideshow). Mr. Falterman said that Ed Blakely, Dean of the Milano School at The New School is interested in co-sponsoring an event with the Chapter. Mr. Justice suggested that the Chapter Holiday Event be held at The New School. Mr. Meyer suggested that the Holiday Party be tied into fundraising for a charitable organization.
Governing Board Meeting Guest: Ms. Gerard introduced Frantz Dupuy, an ASPA member who is interested in becoming active in the Chapter.
Annual Awards Dinner: Mr. Ciaccio said that he wants to get a high-level, well-known person as the Keynote Speaker. The attendees suggested a set of names for the Dinner Committee to approach: Hillary Clinton, Charles Schumer, Charles Rangel, Carl McCall (though his candidacy in an upcoming election may be a conflict), Mark Green, Bill Clinton (although he requested an honorarium when he was previously invited), Daniel Patrick Moynihan, David Dinkins, and some of the outgoing members of the New York City Council. Rudolph Guiliani was also suggested but the attendees decided against including him on the list since he may be too controversial. The attendees decided that the Dinner Committee should approach Senator Schumer first. A Dinner Committee was formed (with their first task being to find a Keynote Speaker); the Committee Members are Mr. Falterman, Mr. Meyer, and Mr. Rolandi. Ms. Hubbard (who was not in attendance at the meeting) may also become a Committee Member. Ms. Gerard reported that Ms. Hubbard believes the plaques that the Chapter presented last year were too costly and that we should consider using "diploma" type award certificates. Ms. Alexander stated that the Chapter should keep high-quality award plaques if we are to attract big name speakers. She said that the cost should be factored into the ticket prices.
National ASPA Awards: Mr. Falterman reported that he had nominated the NY Metro Chapter ASPA Newsletter for a National ASPA Award.
National ASPA Elections: Mr. Justice stated that he is a candidate for a National ASPA Council Seat for District 1. He made a candidate's statement. Mr. Justice said that under the theme of "Building Bridges", his core concerns would be to increase membership, make the organization more relevant to the needs of the constituency, make National ASPA work better with the Chapters and be more responsive to the Chapters, increase attention to Chapter-level concerns, and make the organization more relevant for non-governmental public administrators (from not-for-profits, etc.). Mr. Justice said that Craig Donovan is the other candidate for the Council Seat for District 1. Mr. Rolandi spoke in support of Mr. Justice's candidacy, making special note of his work as Marketing Chair for the ASPA Conference. The Governing Board voted unanimously to support Mr. Justice as a candidate. Mr. Rolandi distributed material from Cheryle Broom's campaign for National ASPA Vice-President and requested an e-mailing to the membership requesting their support. Mr. Rolandi said that the other candidates for National ASPA Vice-President are Timothy Clark and Donald C. Menzel. The National ASPA Ballots are scheduled to be mailed out on November 19, 2001 and the Ballot Deadline is January 15, 2002.
Treasurer's Report: Mr. Ciaccio said that the rebate check from National ASPA had been received but not yet deposited. The rebate was for $1,538.00. Since we understood the rebate amount to be $5.00 per Chapter Member, Mr. Meyer will contact National ASPA to clarify the calculation of the rebate amount due the Chapter. Mr. Meyer reported that the Chapter Fund Balance is $5,137.03 and will be $6,675.03 once the rebate check is deposited.
NYU/ASPA Scholarship Award: At the request of Mr. Ciaccio, Mr. Rolandi agreed to follow-up on a letter received concerning the NYU/ASPA Scholarship Award.
Chapter Governing Board: The date for the next Governing Board Meeting was discussed, with a date in Late November 2001 or early December 2001 suggested. December 5, 2001 was considered, but the attendees then decided to have the next Governing Board Meeting held on the date (to be announced) of the Chapter Holiday Party; the meeting is be scheduled to occur prior to the party. Mr. Falterman stated, for the record, the importance for Governing Board Members to attend Governing Board Meetings. He pointed out that we need six Council Members to reach a quorum in order to conduct Chapter business at each meeting.
National ASPA Conference: Mr. Falterman said that the next National ASPA Conference is scheduled for March 23 - March 26, 2002 with the theme "Public Service/Public Trust".
